Authorizing collective bargaining agreement with the Minnesota Teamsters Public and Law Enforcement Employees Unit, Local 320 (Convention Center Unit), for the period Jan 1, 2025, through Dec 31, 2027, consistent with the terms of the Executive Summary; and authorizing the Labor Relations Director to implement the terms and conditions of the agreement.

Accepting the second low bid of UHL Company, Inc., submitted on Event 3310, in the amount of $427,000, to provide all materials, labor, equipment and incidentals necessary for the Minneapolis Convention Center Hall E Cooling Coil Replacement Project, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of PCI Roads, LLC, submitted on Event 3360, in the annual amount of $546,525, to provide all materials, labor, equipment and incidentals necessary for the Pavement Profiling and Rental of Roto Milling Services, and authorizing a one (1) year contract with the option to extend for up to two (2) 12-month terms, all in accordance with City specifications.

Authorizing a contract with the Minnesota Bureau of Criminal Apprehension (MN BCA), in the amount of $1,500,000, for a three (3) year term, from Jan 1, 2025, through Dec 31, 2027, for forensic DNA analysis.

Authorizing a contract with Home Line, in the amount of $125,000, for Jan 1, 2025, through Dec 31, 2025, for a term of one (1) year with the option to extend the contract, on an annual basis, at the sole option of the City, for four (4) additional one-year periods, subject to annual appropriation of funding and performance satisfactory to City staff.

Authorizing an increase to contract C-42542A with Urban Ventures Leadership Foundation, in the amount of $90,000 for a total amount not to exceed $880,000, for continued administration of the Pathway to New Beginnings Gun Diversion Program.

Authorizing an increase to contract COM0007546 with Ready Rebound, Inc., in the amount of $100,000 for a total amount not to exceed $203,000, and an extension through Dec 31, 2025, for Firefighter Recovery Services.

Authorizing an increase to contract COM0001930 with BFRESH Productions, LLC., in the amount of $158,000, for a contract amount not to exceed $2,341,000, and extending the contract term through April 30, 2025, for public access/community video production services.

Passage of Resolution approving the appointment of election judges and deputy city clerks in connection with the January 14, 2025 Senate Dist. 60 Special Primary and January 28, 2025 Senate Dist. 60 Special General Election; and authorizing the City Clerk to appoint additional election judges and deputy city clerks as necessary.

Receiving and filing a report relating to the City's public records (data practices) program, including an overview of the program and trends in requests and responses.
