    1. Receiving public comments on the City of Minneapolis 2025-29 HUD Consolidated Plan Action Plan.

    2. Authorizing submittal of the 2025-29 HUD Consolidated Plan Action Plan to the U.S. Department of Housing and Urban Development on or after June 9, 2025, inclusive of public comments received during public comment period and May 20, 2025, public hearing.

    3. Passage of Resolution authorizing the Mayor or his designee to make application for, provide certifications, execute and/or carry out the intent of the 2025-29 HUD Consolidated Plan Action Plan program allocations (CDBG, HOME, ESG and HOPWA entitlement grants), as amended, including the 2025 Adopted Budget Schedule 4 - Housing and Urban Development Formula Grant consistent with Resolution 2025R-112.

    4. Passage of Resolution authorizing proper City officials to enter into any necessary grant agreements with the U.S. Department of Housing and Urban Development to receive 2025 HUD Consolidated Plan Action Plan funding consistent with Resolution 2025R-112.

    Approving a reduction in the Inclusionary Zoning requirements to zero on-site units for the Silva on the River market-rate housing project, located at 1516 Marshall St NE, per the Revenue Loss Offset Assistance Policy provided the commercial building permit for the project is issued within six months of Council approval of this request.

  9. 15 Affordable Housing Trust Fund (AHTF) Program updates (2025-00560)

    Authorizing the described changes to the Affordable Housing Trust Fund Program that will be reflected in the 2025 Notice of Funding Availability.

  10. 16 Updates for the Year 2026-2027 Housing Tax Credit Qualified Allocation Plan (QAP) and Procedural Manual (2025-00566)

    Authorizing the described changes to the 2026-2027 Housing Tax Credit Qualified Allocation Plan (QAP) and Procedural Manual.

  11. 17 Additional write down of purchase price for 19 E 26th St (2025-00572)

    Authorizing an additional write down of $138,000 to Partners in Property Commercial Land Trust (PIPCLT) or an affiliated entity for City-owned property located at 19 E 26th St.

    Passage of Resolution approving the following appropriation of funds to the Department of Community Planning & Economic Development:

  13. 19 Land sale: Second Amendment to Purchase Agreement for the sale of 1860 28th St E and 2717 Longfellow Ave to East Phillips Neighborhood Institute (EPNI) (2025-00584)

    Approving a second amendment to the purchase agreement with East Phillips Neighborhood Institute (EPNI) and related agreements for the disposition of real estate located at 1860 28th St E and 2717 Longfellow Ave as excess property.

  14. 20 180 Degrees bond issuance host approval: 712, 720, and 722 Franklin Ave E; and 1916, 1920, and 1924 Columbus Ave S (2025-00568)

    Setting a public hearing for June 10, 2025, to consider authorizing host approval for the issuance of tax-exempt revenue bonds by the City of Eyota, Minnesota, to refinance taxable debt for Minneapolis projects located at 712, 720, and 722 Franklin Ave E; and 1916, 1920, and 1924 Columbus Ave S.

  17. 23 Sauna licensing ordinance (2025-00497)

    Setting a public hearing for June 10, 2025 to consider an ordinance amending Title 13 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations, adding a new Chapter 333 entitled “Sauna Establishments” to regulate sauna establishments.

  18. 24 Tobacco products location restrictions ordinance (2024-01294)
    Setting a public hearing for June 24, 2025 to consider an ordinance amending Title 13, Chapter 281 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Commercial Tobacco and Related Products, amending provisions related to prohibited sales and location restrictions of licensed tobacco dealers.
  19. 25 Restrictive covenants removal ordinance (2025-00498)

    Referring to staff the subject matter of an ordinance amending Title 16 of the Minneapolis Code of Ordinances relating to Planning and Development, adding a new Chapter 426B entitled "Restrictive Covenants."

Receiving and filing an analysis regarding the feasibility and budgetary impacts of implementing more proactive rental inspections, specifically the provision of annual inspections.

Approving an amendment to the 2025 License Fee Schedule to revise the fees related to sidewalk food cart vendors.
