  10. 18 St. Olaf Exodus Project Financing: 819 2nd Ave S (2025-00776)

    Approving an additional award of up to $1,158,820, consisting of $710,573 in Affordable Housing Trust Fund funds and $448,247 in Affordable Housing Trust Fund Contingency Pool funds, for a total loan amount of up to $3,178,247 to Exodus Housing LLLP or an affiliated entity, for the St. Olaf Exodus development project at 819 2nd Ave S., and approving the execution of any necessary documents.

  11. 19 Loan forgiveness for Emerge Community Development: 1834 Emerson Ave N (2025-00755)

    Authorizing restructuring and forgiveness of a Great Streets Gap Financing loan, in the amount of $377,576.34, to Emerge Community Development.

  12. 20 Little Earth project financing: 2501 Cedar Ave S (2025-00770)
    1. Approving additional funding from the Housing Opportunity Fund and Affordable Housing Trust Fund of up to $1,150,000 for a total contribution of up to $5,150,000 to the Little Earth rehabilitation project located at 2501 Cedar Ave S and assigning the awards to Little Earth United Tribes Housing Corporation (LEUTHC) or an affiliated entity.

    2. Authorizing the following modification to the City’s 1995 CDBG loan debt on the Little Earth project:

      1. Full forgiveness of loan in the amount of $118,637.04.
      2. Full forgiveness of accrued interest in the approximate amount of $24,615.
    3. Authorizing the following modification to the City’s 2003 Empowerment Zone loan debt on the Little Earth project: Full forgiveness of loan in the amount of $500,000.00.

    4. Authorizing the following modification to the City’s 2003 Multifamily Stabilization loan debt on the Little Earth project: Full forgiveness of loan in the amount of $500,000.00.

    5. Authorizing the following modification to the City’s 2006 Empowerment Zone debt on the Little Earth project:

      1. Full forgiveness of loan in the amount of $222,333.00.
      2. Full forgiveness of accrued interest in the approximate amount of $41,457.49.
    6. Authorizing the following modification to the City’s 2009 HOME debt on the Little Earth project:

      1. Full forgiveness of loan in the amount of $750,000.00.
      2. Full forgiveness of accrued interest in the approximate amount of $122,520.83.
    7. Authorizing the following modification to the City’s 2015 AHTF CDBG debt on the Little Earth project: Full forgiveness of loan in the amount of $690,000.00.

    8. Authorizing the following modification to the City’s 2006 AHTF debt on the Little Earth project:

      1. Partial forgiveness of loan in the amount of $850,000.00.
      2. Full forgiveness of accrued interest in the approximate amount of $211,639.
      3. Reduction of interest rate to 0%.
      4. Extension of maturity date to be coterminous with the new City debt.
  13. 21 Youth at Work grant for employment and training services (2025-00768)
    1. Accepting a grant from the Minnesota Department of Employment and Economic Development, in the amount of $1,350,000, to provide employment and training services.

    2. Authorizing an agreement with the State of Minnesota for the grant.

  14. 22 State of Minnesota grants for employment and training services (2025-00777)
    1. Accepting a dislocated worker grant from the State of Minnesota, in the amount of $592,685, to provide employment and training services.

    2. Accepting a youth program grant from the State of Minnesota, in the amount of $500,463, to provide employment and training services.

    3. Authorizing agreements with the State of Minnesota Department of Employment and Economic Development for the grants.

    4. Passage of Resolution approving appropriation of funds to the Community Planning and Economic Development Department

    Referring to staff the amended subject matter introduction of an ordinance amending Title 20 of the Minneapolis Code of Ordinances related to Zoning Code, by adding Chapters 530 and 555, returning to author Chapters 525 and 565, and increasing the number of built form overlay districts in the zoning code and the zoning map.
