  2. Liquor, Business, and Gambling Licenses for June 6, 2017 (2017-00710)

    1. Approving application of Bull’s Horn, LLC, doing business as Bull’s Horn, for an On Sale Wine with Strong Beer License at 4563 34th Ave S (new business).

    Adopting the License Settlement Conference Agreement negotiated between the City of Minneapolis and McCleary Wine and Spirits, LLC, allowing the licensee to retain the Off Sale Liquor License at 2538 Central Ave NE, subject to adherence with the conditions contained therein.

  4. Exclusive development rights to Ideal Development Group for 4146 Fremont Ave N (2017-00712)

    Granting exclusive development rights for the redevelopment of 4146 Fremont Ave N to Ideal Development Group for a period of up to six months and, if Ideal Development Group is unable to make satisfactory progress on the predevelopment milestones outlined in this report, then to JB Vang Partners for a period of up to six months.

  5. Exclusive development rights to Wellington Management, Inc. for Van White and 2nd Ave N properties (2017-00713)

    1. Granting exclusive development rights to Wellington Management, Inc. or related entity, for three parcels of City-owned property located at Van White and 2nd Ave N. for a period of 12 months including205 Girard, 210 & 214 Humboldt Ave N, 1207 (portion), 1215 & 1221 2nd Ave N and west portion of 1129 2nd Ave N.

    2. Authorizing staff to negotiate business terms with Wellington Management, Inc. for a land sale redevelopment agreement, subject to future City Council review and approval.

  6. Saint Anne’s Senior Housing 1st mortgage refinance and subordination: 2400 W Broadway Ave (2017-00714)

    Authorizing a1st mortgage refinance with subordination of existing City debt and loan modifications for Saint Anne’s Senior Housing at 2400 W Broadway Ave, which loan modifications include a loan term extension to 2052 on City debt and amended payment terms with interest forgiveness to accommodate satisfaction of Jordan Area Community Council (JACC) Neighborhood Revitalization Program (NRP) loan; and the execution of all agreements and documents necessary to facilitate such actions.

  7. Re-conveyance of 1718 Fillmore St NE from the City of Minneapolis to the State of Minnesota (2017-00740)

    Authorizing re-conveyance of 1718 Fillmore St NE from the City of Minneapolis and execution of a Quit Claim Deed to the State of Minnesota.

  8. Contract amendment with Greater Metropolitan Housing Corporation (GMHC) for the Home Ownership Minneapolis – Vacant Housing Recycling Program (HOM-VHRP) (2017-00741)

    Authorizing an amendment to contract C-42047 with Greater Metropolitan Housing Corporation (GMHC) to reflect revised program terms and sources for the Home Ownership Minneapolis (HOM)-Vacant Housing Recycling Program (HOM-VHRP)

  9. Contract amendments with Minnesota Homeownership Center (2017-00715)

    Authorizing amendments to contracts with the Minnesota Homeownership Center (the Center) to correct contract dates in the contracts and to clarify compensation to the Center:

    1. Changing the end date for contract C-41504 from Sept. 30, 2018 to Dec. 31, 2017, and further stipulating that the Center is entitled to half of the compensation upon execution of the contract and the remaining half of the compensation in December of 2017 so that the contract remains an annual contract as was intended.
    2. Changing the end date for Contract C-41480 from Sept. 30, 2018 to June 30, 2018 which covers payments to counseling agencies for foreclosure prevention counseling.
    3. Designating that, of the $100,000 that was added to Contract C-41479, $85,000 will be for financial and homeownership counseling services and $15,000 will be allocated to pay the Center’s administration services
  10. 2017 Pipeline Affordable Housing Trust Fund project recommendation (2017-00716)

    Approving a total of $2,718,591 from the Affordable Housing Trust (AHTF) subject to the availability of funding at project closing, and authorizing the execution of necessary documents for an AHTF loan as follows:A loan of up to $2,718,591 from the AHTF for the Mino-Bimaadiziwin project located at 2105, 2109, 2113 Cedar Ave S and 1820 22nd St E by the Red Lake Band of Chippewa Indians, or an affiliated entity

  11. Contract with Northeast Metropolitan School District for STEP-UP internships and elective summer classes (2017-00717)

    1. Authorizing a contract with Northeast Metropolitan School District No. 916 to receive up to $300,000, at a rate of $220 per credit, to provide youth with accreditation for STEP-UP internships and elective summer classes.

    2. Passage of Resolution approving appropriation to the Department of Community Planning and Economic Development

  12. Grant from U.S. Department of Energy for research and evaluation of MonoPath Homes (2017-00719)

    1. Accepting a grant from the U.S. Department of Energy in the amount of $22,400 for research and evaluation of MonoPath Homes.

    2. Authorizing a contract with the University of Minnesota to research the construction of up to 9 single family homes.

  13. Grant from Hennepin County Housing and Redevelopment Authority for Minneapolis Homes program (2017-00720)

    1. Accepting a grant from Hennepin County Housing and Redevelopment Authority in the amount of $300,000 to provide development gap assistance for the Minneapolis Homes Development Assistance Program.

    2. Authorizing a contract between the Hennepin County Housing and Redevelopment Authority and the City of Minneapolis during the period of March 15, 2017 through March 15, 2019

    3. Passage of Resolution appropriating funds to the Community Planning & Economic Development Department

  14. Contract amendment with Home Line for legal advice for Minneapolis renters (2017-00718)

    Authorizing an increase to contract C-39596 with Home Line of $100,000, for a not-to-exceed total of $300,000, and an extension through Dec. 31, 2017, for providing free legal advice for Minneapolis renters.

Health, Environment & Community Engagement

    Authorizing an extension to Contract No. C-23403 with Advanced Public Safety, Inc., through June 20, 2020, for maintenance and support of over 200 electronic citation writers in police vehicles and desktops.

  3. Contract with Minneapolis Public Schools for school resource officers (2017-00752)

    Authorizing the Minneapolis Police Department (MPD) to enter into an agreement with Minneapolis Public Schools, Special School District No. 1, in an amount not-to-exceed $20,000, for MPD to provide two (2) police officers to serve as School Resource Officers in City high schools, middle schools, and other selected schools from July 1 - 27, 2017.

  4. Contracts with Pillsbury United Communities (PUC) and area partners for West Broadway Collaborative Public Safety Strategies (2017-00763)

    Authorizing an agreement with Pillsbury United Communities (PUC) to act as the fiscal agent to manage $250,000 of funding for for the West Broadway Collaborative Public Safety Strategies for the period of June 16 - Dec. 31, 2017.

  5. Contracts with Native American Community Development Institute (NACDI), Little Earth and surrounding area partners for Collaborative Public Safety Strategies (2017-00764)

    Passage of Resolution authorizing a Cooperative Agreement Letter enabling funds to be transferred from the Minnesota Department of Transportation (MnDOT) Community Roadside Landscaping Partnership Program to the City of Minneapolis for landscaping improvements in the Tangletown Neighborhood in the area adjacent to the 35W sound barrier between E 51st St and Elmwood Pl E.

  6. Agreement with Copart for off-site auction services (2017-00730)

    Authorizing a three (3) year agreement with Copart to provide off-site auction services for the Minneapolis Impound Lot, with the option to extend the agreement for two (2) additional one (1) year terms.

  7. Contract amendment with AECOM for the 26th Ave N Street Reconstruction Project (2017-00731)

    Authorizing amendment to Contract No. C-41845 with AECOM (formerly URS Corporation), increasing the maximum consulting pool project limit by $50,000, for a revised contract total of $550,000, for additional design assistance and environmental oversight for the 26th Ave N Street Reconstruction Project.

  8. Contract amendment with Thomas and Sons Construction, Inc. for 7th St N Street Reconstruction Project (2017-00732)

    Authorizing Amendment No. 2 to Contract No. C-41139 (OP No. 8277) with Thomas and Sons Construction, Inc. increasing the contract by $2,339.37, for a revised contract total of $1,544,335.88, for additional work orders associated with the 7th St N Street Reconstruction Project.

  9. Agreement with Minnesota Department of Transportation for Samatar Crossing Project (2017-00733)

    Passage of Resolution authorizing Amendment No. 1 to the Cooperative Construction Agreement with the Minnesota Department of Transportation (MnDOT) for the Samatar Crossing Project.

    Authorizing a professional services contract with Parsons Brinkerhoff, Inc. in an amount not to exceed $49,750 for evaluating the feasibility of a contraflow crossover between 3rd St S and 4th St S (Project No. 9977).

  11. Grant from Hennepin County for 27th Ave NE Protected Bikeway Project (2017-00735)

    1. Accepting grant award from Hennepin County in the amount of $30,000 to cover 50% of the construction costs for the 27th Ave NE Protected Bikeway Project.

    2. Accepting contribution of $30,000 from the Marshall Terrace Neighborhood Revitalization Program for the project.

    3. Authorizing Hennepin County Grant Agreement No. PW 24-20-15 for bicycle improvements on 27th Ave NE from Marshall St NE to University Ave NE.

  12. 26th Ave N Street Reconstruction Project: Assessment reduction for 66 26th Ave N (2017-00736)

    1. Passage of Resolution amending Resolution 2016R-048 entitled “26th Ave N Street Reconstruction Project, Special Improvement of Existing Street No. 6752, Ordering the work to proceed and adopting the special assessments for the 26th Ave N Street Reconstruction Project,” passed Feb. 12, 2016, to reduce the special assessment to be collected for the project due to a reduction of the assessment for the property located at 66 26th Ave N (PV086).

    2. Passage of Resolution amending Resolution 2016R-049 entitled “Requesting the Board of Estimate and Taxation authorize the City to issue and sell City of Minneapolis bonds in the amount of $1,896,615 for certain purposes other than the purchase of public utilities,” passed Feb. 12, 2016, to reduce the total special assessments to be collected for the project due to a reduction of the assessment for the property located at 66 26th Ave N.

    1. Accepting a grant from the Rockefeller Foundation on behalf of 100 Resilient Cities Initiative for direct funds up to $129,508 per year for the salary and benefits of the position of a Chief Resiliency Officer (CRO) for a period of two years.

    Accepting the low bid provided by Meisinger Construction Company, Inc., submitted on OP No. 8384 for an estimated expenditure of $567,000, to provide all material, labor, equipment, and incidentals for the construction of the Minneapolis Convention Center Wayfinding Signage Project, all in accordance with City specifications.

  7. Contract amendment with Premier Electrical Corporation for contract close-out (2017-00777)

    Authorizing an increase to Contract No. C-40148 in the amount of $48,316, for a new total of $4,823,316, to allow for close out and final payment on the lighting control systems upgrade project at the Minneapolis Convention Center.

  8. Bid MFD Fire Station 15 Floor Reconstruction and Remodeling Project (2017-00778)

    Accepting the low bid of Loeffler Construction Consulting, LLC, submitted on OP No. 8424 for an estimated expenditure of $828,000, to furnish all labor, materials, equipment, and incidentals for the Fire Station No. 15 Floor Reconstruction and Remodeling Project, and authorizing a contract for the Fire Station No. 15 Floor Reconstruction and Remodeling Project, all in accordance with City specifications.

    Authorizing a three-year (3) lease with Safety Signs, LLC, in the amount of $18,000 per year, for equipment storage at the City-owned “Snelling Yard” site at 3601 44th St E.

  1. Returning to the City Attorney's Office the request of Officer Michael Griffin for reimbursement of criminal defense fees in the amount of $75,000, related to the prosecution of Officer Griffin in U.S.A. v. Griffin (Court File No.15-cr-00160.)

  2. Directing the City Attorney's Office to provide additional information and review other cases where the City has reimbursed officials or employees for criminal defense costs, and to report back to the Ways & Means Committee within 60 days, to include a discussion of options available for full, partial, or no reimbursement of Officer Griffin's fees.
