    Authorizing the restructure of the City’s Community Economic Development Fund/Community Development Block Grant loan to Mercado Central, LLC for Mercado Central at 3016 Bloomington Ave S.

  8. Upper Harbor Terminal historic study update (2020-00464)

    Authorizing City reimbursement to the Minneapolis Park and Recreation Board, in an amount up to $21,000, for half the cost of an Upper Harbor Terminal historic study update.

  1. Grant application to Metropolitan Council Livable Communities Demonstration Account-Transit Oriented Development Pre-Development Program for Towerside District Stormwater Phase 2 Project (2020-00472)

    Passage of Resolution identifying the need for and authorizing the submittal of a grant application to the Metropolitan Council Livable Communities Demonstration Account-Transit Oriented Development (LCDA-TOD) Pre-Development Program for the Towerside District Stormwater Phase 2 Project, located at 421 29th Ave SE. 

  2. 2020-2021 wage freeze (2020-00457)

    Passage of Resolution adopting a wage freeze for all positions in the appointed, politically appointed, and non-represented employee groups.

  3. Contract with Lockridge Grindal Nauen P.L.L.P. for Federal lobbying representation (2020-00474)

    Authorizing a contract with Lockridge Grindal Nauen P.L.L.P., in an amount not to exceed $50,000, for federal lobbying representation from April 1, 2020, to March 31, 2021. 

  4. One Minneapolis Fund Request for Proposal revisions (2020-00467)
    1. Approving the addition of a COVID-19 Engagement Group in the Request for Proposals for the 2020 One Minneapolis Fund, to fund up to $25,000 for projects that provide critical support to city residents that are most vulnerable and disproportionately impacted by COVID-19.

    2. Approving the removal of Funding Group A from the Request for Proposals for the 2020 One Minneapolis Fund.  Funding Group A funds programs that develop leaders to serve on City and local community boards and commissions.

  5. Presidents Bicycle Boulevard (E Hennepin Ave from 5th Ave SE to Pierce St NE): Appropriation increase for Safe Routes to School Program (2020-00468)

    Passage of Resolution approving an increase in the appropriation and revenue for the Safe Routes to School Program (BP001) to address the addition of a signal system and match the final scope of the Presidents Bicycle Boulevard Project.

  6. Contract with Flowbird Urban Intelligence for parking meter equipment and management system (2020-00469)

    Authorizing a contract with Flowbird Urban Intelligence, in the amount of $12,000,000 for five years, to supply new parking meter pay stations and a support system for managing the equipment, with an option to extend the contract on an annual basis for an additional five years.

  7. Contract with Kimley-Horn & Associates, Inc. for engineering and design services for Hennepin Ave Street Reconstruction Project (2020-00471)

    Authorizing a contract with Kimley-Horn & Associates, Inc., in the amount of $2,861,932 for a term of five years, for engineering and design services for the Hennepin Ave Street Reconstruction Project (PV156).

  8. Bid for Hennepin Ave Water Main Construction Project (2020-00470)

    Accepting the low bid of Thomas and Sons Construction, Inc., submitted on Event No. 991, in the amount of $315,740.30, to provide all materials, labor, equipment, and incidentals necessary for the Hennepin Ave Water Main Construction Project, and authorizing a contract for the project, all in accordance with City specifications.

  9. Rollover of unspent 2019 appropriations into the 2020 budget (2020-00439)

    Passage of Resolution amending the 2020 General Appropriation Resolution to roll over funds from 2019 to 2020 for items that were delayed or not completed during the 2019 budget year for several operating departments. 

Addendum

1. Coronavirus Disease (COVID-19): State of Emergency (2020-00391)

Passage of Resolution amending Resolution 2020R-075 entitled “Approving and extending the Mayor’s Declaration of Local Public Health Emergency resulting from imminent health conditions caused by the presence of the Coronavirus Disease (COVID-19),” adopted March 19, 2020.
