  10. Bid for Ramp C Waterproofing and Structural Repairs Project (2025-00436)

    Accepting the low bid of RAM Construction Services of Minnesota LLC, submitted on Event No. 3415, in the amount of $364,970, to provide all materials, labor, equipment, and incidentals necessary for the Ramp C Waterproofing and Structural Repairs Project, and authorizing a contract for the project, all in accordance with City specifications.

  11. Bid for Twelve Signals and Curb Ramp Improvement Project (2025-00438)

    Accepting the low bid of Thomas and Sons Construction, Inc., submitted on Event 3284, in the amount of $4,431,030, to provide all materials and labor, equipment and incidentals necessary for the Twelve Signals & Curb Ramp Improvement Project, all in accordance with City specifications.

  12. Joint Powers Agreement with Minneapolis Schools, or its affiliates, for Dance Education Program (2025-00449)

    Authorizing a Joint Powers Agreement with Minneapolis Public Schools, or its affiliates, in an amount not to exceed $350,000 per year, subject to budget appropriations and approval of annual satisfactory performance review by the Director of the Arts and Cultural Affairs Department from May 1, 2025, through December 31, 2027 for dance education.

  13. Contract with the Native American Community Development Institute for fiscal agent services for the American Indian Memorandum of Understanding for Metropolitan Urban Indian Directors (2025-00420)

    Authorizing a contract with Native American Community Development Institute, in the amount of $96,000 annually for a total not to exceed $288,000, from January 1, 2025, through December 31, 2027, for fiscal agent services for the American Indian Memorandum of Understanding (MOU) for Metropolitan Urban Indian Directors (MUID).

  14. Contracts with various vendors to reduce greenhouse gas emissions (2025-00439)
    1. Authorizing a contract with PTC Holdings LLC dba Metal Matic LLC, in the amount not to exceed $360,000, starting April 28, 2025, through May1, 2026, to reduce their greenhouse gas emissions by improving the efficiency of their plant.

    2. Authorizing a contract with Sabathani Community Center, in the amount not to exceed $500,000, starting April 28, 2025, through May1, 2026, to reduce their greenhouse gas emissions by completing a solar plus storage and geothermal project.

    3. Authorizing a contract with Menlo Equities Absolute Return Holdings dba Minneapolis Income Partners, LLC, in the amount not to exceed $450,000, starting April 28, 2025, through May1, 2026, to reduce their greenhouse gas emissions by completing a fan system upgrade.

  15. Contract with SPEAK MPLS, LLC for public/community media access services to manage public access television (2025-00441)

    Authorizing a contract with SPEAK MPLS, LLC, in the amount not to exceed $2,202,667, for the five-year period starting May 1, 2025, to December 31, 2029 for public/community media access services to manage public access television on behalf of the City of Minneapolis.

  17. Contracts with neighborhood organizations qualifying for the Neighborhoods 2020 Shared Resources and Collaborations Fund (2025-00458)
    1. Authorizing a contract with the Sheridan Neighborhood Organization, in the amount of $15,000, partnering the Sheridan and Saint Anthony West neighborhood organizations, to provide administrative support and oversight in the planning and implementation of a shared resources and collaboration grant.

    2. Authorizing a contract with the East Phillips Improvement Coalition, Inc., in the amount of $15,000, partnering the East Phillips and Midtown Phillips neighborhood organizations, provide administrative support and oversight in the planning and implementation of a shared resources and collaboration grant. 

    3.   20. Contract amendments with various immigration legal services providers offering free immigration legal services to City residents (2025-00442)
    1. Authorizing an increase to contract COM0007519 with Mid-Minnesota Legal Aid, in the amount of $80,000 for a total amount not to exceed $180,000, and extension through December 31, 2025, for immigration legal services.

    2. Authorizing an increase to contract COM0007507 with International Institute of Minnesota, in the amount of $25,000 for a total amount not to exceed $60,075, and extension through December 31, 2025, for immigration legal services.

  22. Contract amendment with Certified Languages International, LLC for remote interpreting services (2025-00444)

    Authorizing an increase to contract COM0005093 with Certified Languages International, LLC, in the amount of $100,000 for a total amount not to exceed $450,000, for continued scope of remote (video and phone) services.

  23. Contract amendment with Axon Enterprise, Inc. for software licenses for body-worn cameras for the police department (2025-00445)

    Authorizing an increase to contract C-40520 with Axon Enterprise, Inc., in the amount of $144,787.50 for a total amount not to exceed $16,817,604.30, for additional software licenses for body-worn cameras, including data storage, data management, and maintenance of said licenses. 

  24. Contract amendment with Mid-Minnesota Legal Aid for legal services to support low-income Minneapolis renters (2025-00446)

    Authorizing an increase to the contract COM0005488 with Mid-Minnesota Legal Aid, in the amount of $25,335 for a total amount not to exceed $775,335 in 2026, for legal services to support low-income Minneapolis renters subject to budget appropriations and approval of the Director of the Community Planning & Economic Development Department of annual satisfactory performance.

  25. Contract amendment with Northland Business Systems for transcription services and cloud hosting migration (2025-00448)

    Authorizing an increase to Contract C-43219 with Northland Business Systems, Inc., in the amount of $622,752.50 for a new not-to-exceed total of $923,172.55, to provide transcription services and migrate to vendor’s cloud hosting services.

  26. Claim Settlement: Blaisdell Portfolio, LLC (2025-00392)

    Approving the settlement of property damage claims associated with the search of buildings operated by Blaisdell Portfolio, LLC in the immediate aftermath of the shooting of Officer Jamal Mitchell on May 30, 2024, by paying the claimant a total of $37,200, from Fund/Org 06900 1500100 145400, and authorizing the City Attorney's Office to take all actions necessary to effectuate settlement.

  27. Claim Settlement: Various Claims Concerning 43rd and Upton Storm Water Flooding (2025-00393)
    1. Approving the settlement of the claims concerning damage done to 4208 Vincent Ave. South due to the June 16, 2024, flooding of properties around 43rd and Upton, by paying David Lee a total amount of $55,906.45 from Fund 06940-1500100-145630, and authorizing the City Attorney's Office to take all actions necessary to effectuate the settlement.

    2. Approving the settlement of the claims concerning damage done to 4303 Upton Ave. South due to the June 16, 2024, flooding of properties around 43rd and Upton, by paying Kmitsch Girls General Store (dba Heart of Tibet) a total amount of $21,493.98 from Fund 06940-1500100-145630, and authorizing the City Attorney's Office to take all actions necessary to effectuate the settlement.

    3. Approving the settlement of the subrogation claim of Travelers Insurance concerning its payment of insurance claims for damage done to 4303 Upton Ave. South due to the June 16, 2024, flooding of properties around 43rd and Upton, by paying Travelers Insurance a total amount of $25,000 from Fund 06940-1500100-145630, and authorizing the City Attorney's Office to take all actions necessary to effectuate the settlement.

    4. Approving the settlement of the claims concerning damage done to 4301 Upton Ave. South due to the June 16, 2024, flooding of properties around 43rd and Upton, by paying Larue's, LLC a total amount of $12,892 from Fund 06940-1500100-145630, and authorizing the City Attorney's Office to take all actions necessary to effectuate the settlement.

  28. Legal Settlement: Workers' Compensation Claim of David Vincent (2025-00389)
    Approving the workers' compensation claim of David Vincent by payment of $162,500 to David Vincent and attorney, Meuser law firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement. 
  29. Legal Settlement: Michelle Gross and Janet Nye v. City of Minneapolis (MPD) (2025-00409)

    Approving the settlement of any claims against the City and/or its employees and officers in the complaint filed with the Minneapolis Department of Civil Rights by Michelle Gross and Janet Nye against the City of Minneapolis / MPD, by a total payment of $23,500 to complainant Nye, Communities Against Police Brutality, and attorney via check made payable to Phillip H. Johnson’s Trust Account, and a payment of a $250 administrative fee to the Minneapolis Department of Civil Rights by check payable to the Minneapolis Department of Civil Rights, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.
