Passage of Resolution accepting a donation of travel and lodging expenses from the Open Mobility Foundation for Public Works Director Tim Sexton to attend the Open Mobility Foundation Board meeting in Washington D.C. from May 28-29, 2025. 

Passage of Resolution accepting a donation of lodging expenses from the American Association of State Highway and Transportation Officials for Public Works Director Tim Sexton to attend their Center for Environmental Excellence's Advisory Board Meeting in Washington D.C. on May 29, 2025. 

Passage of Resolution accepting a gift from Local Progress for the registration, travel, and lodging costs for Council Member Elliott Payne to attend the Local Progress Community Responder Cohort in Pittsburgh, PA from May 15-17, 2025. 

Authorizing an increase to Contract No. COM0008476 with Thomas and Sons Construction, Inc., in the amount of $357,192.40 for a total amount not to exceed $5,656,130.10, for additional work to complete the Hennepin Dunwoody Bikeway Project, all in accordance with City specifications. 

Authorizing an increase to contract C-37845 with CenturyLink Communications, LLC, in the amount of $990,000 for a total amount not to exceed $12,590,000 for telecommunication services. 

Authorizing an increase to Contract No. COM0008478 with JPMI Construction Company, in the amount of $47,500.29 for a total amount not to exceed $797,275.05, for additional work to complete the 2nd Precinct Improvements Project, all in accordance with City specifications. 

Accepting the lowest responsive bid of Equix Integrity, Inc., submitted on Event 3469, for a not-to-exceed amount of $700,000, to provide all materials, labor, equipment and incidentals necessary for Small Diameter Pipe Cleaning and Televising project, and authorizing a contract for the project, starting from May 1st, 2025, to December 31, 2025, all in accordance with City specifications.

Accepting the sole bid from Hawkins, Inc., for Bid Event 3517, in the amount of $1,063,500, to provide all materials, labor, equipment, and incidentals necessary to deliver liquid chlorine, and authorizing a contract for the material, all in accordance with City specifications.

Accepting the low bid of Robb P Willman, submitted on Event 3520, in the amount of $187,700, to provide all materials, labor, equipment and incidentals necessary for the Minneapolis Convention Center (MCC) Snow Plowing and Removal project, and authorizing a contract for the project, all in accordance with City specifications.

Approving the settlement of Stephon Mitson v. City of Minneapolis, Court File No. 27-CV-24-18962, a special assessment appeal of the assessment adopted against 5636 13th Ave. South, by reducing the $520 assessment to $260, and authorizing the City Attorney's Office to execute all paperwork necessary to effectuate settlement.

Authorizing an increase to contract COM003749 with Restoration Inc, in the amount of $21,346 for a total amount not to exceed $2,289,487, for violence interruption and outreach services under the MinneapolUS Strategic Outreach Initiative.

Passage of Resolution authorizing the sale of two parcels located along Centennial Place at 9th St S and 10th St S, to Hennepin County for a total Fair Market Value of $15,500, to facilitate a Hennepin Healthcare campus expansion downtown.

Passage of Ordinance amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, correcting zoning code citations and inconsistencies and clarifying vague or confusing provisions:

Approving amended guidelines for the Bridge Fund for Dance Program.

Authorizing an extension of exclusive development rights to Sherman Associates for property located at 1500 4th St S, for a period of 24 months through May 1, 2027, subject to conditions.

Passage of Resolution approving an amendment to the City's comprehensive plan to amend the future built form guidance, from Transit 10 to Corridor 4, for the property located at 1501 Johnson St NE. 

Passage of Resolution approving an amendment to the City's comprehensive plan to amend the future land use guidance from Urban Neighborhood to Corridor Mixed Use and to amend the built form guidance from Interior 3 to Corridor 6 for the properties located at 3010, 3016, and 3020 12th Ave S.

Passage of Resolution approving amendments to the City's comprehensive plan to amend the future land use and built form guidance maps and authorizing the Department of Community Planning & Economic Development to submit the amendments to the Metropolitan Council for review and approval.

Passage of Ordinance amending Title 15, Chapter 389 of the Minneapolis Code of Ordinances relating to Offenses--Miscellaneous: Noise, amending provisions related to events at outdoor stadiums.

Approving deviations from the Minneapolis Code of Ordinances for a large block event permit submitted by Northeast Minneapolis Arts Association (NEMAA) allowing Art-A-Whirl block event held May 16 through May 18, 2025, located on 14th Ave NE between Van Buren St NE and Quincy St NE and on Quincy St NE between 15th Ave NE and 12th Ave NE to operate outside the hours permitted.

Approving deviations from the Minneapolis Code of Ordinances for the large business district block event permit application submitted by Rise and Remember to enable The Rise and Remember Festival to close roads May 24-May 25, 2025, and to operate outside the hours permitted.

Approving deviations from the Minneapolis Code of Ordinances for a large block event permit submitted by AMPA INC, allowing the Annual Saloon Pride Block Party large block event held June 27-29, 2025, located on 9th St N between Hennepin Ave and Hawthorne Ave N, to operate outside the hours permitted.

Authorizing a cooperative agreement with the Bassett Creek Watershed Management Commission, in the amount of $64,050, for a Floodplain and Stormwater Management Study for the Bassett Creek Valley Development Area. 

Passage of Resolution concurring with the City Engineer’s request for a variance from Minnesota Department of Transportation State Aid Operations Rules 8820.9951 for lane widths on 9th St from Chicago Ave to 7th St, 10th St from Chicago Ave to Glenwood Ave, and Hawthorne Ave from 10th St to 8th St for the 9th & 10th Street Corridor Improvement Project.

Authorizing a Memorandum of Understanding (MOU) with Hennepin Healthcare System, Inc. to regularly utilize space in the Lake Street Safety Center for Emergency Medical Services staff, including staff who engage with community members following an overdose or suffering from opioid withdrawal symptoms.

Chavez and Chowdhury give notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Appendix J of the Minneapolis Code of Ordinances relating to License Fee Schedule, updating fee schedules for mobile food vending licenses.

Vetaw and Cashman give notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 15, Chapter 389 of the Minneapolis Code of Ordinances relating to Offenses—Miscellaneous: Noise, amending provisions related to concerts at the Upper Harbor Community Performing Arts Center.

Chavez, Wonsley, and Chughtai give notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 1, Chapter 2 of the Minneapolis Code of Ordinances relating to General Provisions: Administrative Enforcement and Hearing Process, adding Title 16, Planning and Development, as a provision subject to administrative enforcement.

Cashman, Chowdhury, and Vetaw move to amend the prior introduction of the subject matter of an ordinance amending Title 13, Chapter 281 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Commercial Tobacco and Related Products, given at the regular meeting of the City Council on November 14, 2024, by adding amendments related to prohibited sales of licensed tobacco dealers; and to refer the matter to the Business, Housing & Zoning Committee.

Pursuant to notice, Osman moves to introduce an ordinance amending Title 13 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations, for first reading and referral to the Business, Housing & Zoning Committee, adding new Chapter 333 entitled “Sauna Establishments” to regulate sauna establishments.

Pursuant to notice, Chowdhury moves to introduce the subject matter of an ordinance amending Title 16 of the Minneapolis Code of Ordinances relating to Planning and Development, for first reading and referral to the Business, Housing & Zoning Committee, adding new Chapter 426B entitled "Restrictive Covenants."

Pursuant to notice, Wonsley moves to introduce the subject matter of an ordinance amending Title 2, Chapter 18 of the Minneapolis Code of Ordinances relating to Administration: Purchasing, for first reading and referral to the Administration & Enterprise Oversight Committee, adding a new Section 18.190 relating to contracts for surveillance technology.

Pursuant to notice, Wonsley moves to introduce the subject matter of an ordinance amending Title 2, Chapter 18 of the Minneapolis Code of Ordinances relating to Administration: Purchasing, for first reading and referral to the Administration & Enterprise Oversight Committee, adding a new Section 18.200 relating to professional services contracts between $5,000 and $175,000.
