Consent

  1. 2 Swimming pools ordinance (2024-00988)

    Setting a public hearing for October 9, 2024, to consider the subject matter of an ordinance amending Title 11, Chapter 231 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Public Swimming Pool Code, amending and updating provisions to align with state law.

  2. 3 Memorandum of Understanding with the United States Capitol Police to reimburse expenses for local Minneapolis Police officer support (2024-01100)

    Authorizing an ongoing Memorandum of Understanding with the United States Capitol Police (USCP) for Minneapolis police officer reimbursement for support and enhancements to the USCP protective mission for Congressional events and/or USCP protective operations occurring in the MPD’s jurisdiction

  3. 4 Navigation Center Update and the Use of City-Owned and Publicly-Owned Land as a Tool to Address Unsheltered Homelessness Legislative Directive (2024-01085)

    Approving a Legislative Directive for a comprehensive overview regarding the former Navigation Center, steps necessary to establish a new location, and the use of city-owned and publicly-owned land as a tool to address unsheltered homelessness.

  4. 5 CDC grant acceptance for REACH Year 2 funding and community partner contracts (2024-01088)

    1. Accepting a grant from the U.S. Department of Health and Human Services and Centers for Disease Control and Prevention (CDC), in the amount of $902,260, to provide funding for the Minneapolis Health Department's Racial and Ethnic Approaches to Community Health (REACH), for the period from September 30, 2024, through September 29, 2025. 

    2. Authorizing contractual agreements with eight community-based organizations for the implementation of health equity initiatives, funded by the Minneapolis Health Department’s Racial and Ethnic Approaches to Community Health (REACH) cooperative agreement with the Centers for Disease Control and Prevention (CDC).

    3. Passage of Resolution approving appropriation of funds to the Health Department.

  5. 6 2024 Justice Assistance Grant (JAG) for Police Department and City Attorney's Office support (2024-01089)

    Authorizing the submittal of a grant application, with Hennepin County acting as fiscal agent, for the Fiscal Year 2024 Edward Byrne Memorial Justice Assistance grant (JAG) to the United States Department of Justice, in the amount of $276,015 through September 30, 2027, to be divided equally between the Police department and the City Attorney's office, each receiving an approximate amount of $138,007.50 to support department initiatives. 

  6. 7 Joint Powers Agreement between the Minneapolis Police Department (MPD) and the Department of Public Safety, Bureau of Criminal Apprehension (BCA) to conduct state and federal fingerprint-based background checks (2024-01091)

    Authorizing the Minneapolis Police Department (MPD) to enter into a five (5) year Joint Powers Agreement with the Department of Public Safety, Bureau of Criminal Apprehension (BCA) in the amount of $25,000 for MPD to conduct state and federal fingerprint-based background checks as required by the FBl's Criminal Justice Information Service Security Policy.  

  7. 8 Byrne Discretionary Community Project Grant for Community Violence Interrupter Program (2024-01092)

    1. Accepting a grant from the Byrne Discretionary Community Project Grants/Byrne Discretionary Grant in the amount of $2,500,000, for the City of Minneapolis Community Violence Interrupter Program.

    2. Delegating authority to the Finance Officer to be the City's authorized representative for communicating with the Office of Justice Programs Bureau of Justice Assistance.

    3. Authorizing a contract with the Byrne Discretionary Community Project Grants/Byrne Discretionary Grant for the grant.

    4. Passage of Resolution approving appropriation of funds to the Department of Neighborhood Safety.

  2. 10 Homegrown Minneapolis Initiative Report (2024-00994)

  1. 11 Analysis of other cities’ policies and regulations that relate to the zoning, licensing, operation, and regulation of sexually oriented businesses or services (2024-00704)

    Receiving and filing an analysis of regulations of adult bathhouses and/or adult sex venues and identification of relavent statute(s), ordinance(s), zoning code(s), or other policies in Minneapolis.

  2. 12 Minneapolis Tree Advisory Commission (MTAC) 2024 Annual Report (2024-01082)

    Receiving and filing an annual report relating to Minneapolis Tree Advisory Commission (MTAC).

  3. 13 Safe and Thriving Communities Action Plan Update (2024-01086)

    Receiving and filing updates relating to the Safe and Thriving Communities Action Plan. 

  4. 14 Community Outreach & Safety Program Report (2024-01093)

    Receiving and filing a report relating to the Community Outreach & Safety Program.
