Consent

  1. 2 Contract with Forest Lake Sportsmen's Club for Police in-service trainings and outdoor range facility use (2026-00530)

    Authorizing a contract with Forest Lake Sportsmen's Club, in the amount of $300,000, for a term of three (3) years starting June 1, 2026, through May 31, 2029, with an option to extend the contract on an annual basis for $100,000 per year, at the sole option of the City, for two (2) additional years for Police in-service trainings and outdoor range facility use. 

  2. 3 Contract amendments with AGE and Associates, Inc. and GBR, Inc. for interpreting and translation services (2026-00529)
    1. Authorizing an increase to contract COM0010098 with AGE and Associates, Inc., in the amount of $50,000 for a total amount not to exceed $125,000, for continued scope of interpreting and translation services.
    2. Authorizing an increase to contract COM0010100 with GBR, Inc., in the amount of $50,000 for a total amount not to exceed $125,000, for continued scope of interpreting and translation services.
  3. 4 Contract amendment with Certified Languages International, LLC for remote interpreting services (2026-00528)
    Authorizing an increase to contract COM0005093 with Certified Languages International, LLC, in the amount of $100,000 for a total amount not to exceed $700,000, for continued scope of remote (video and phone) interpreting services.
  4. 5 Grant application to Minnesota Department of Public Safety, Homeland Security and Emergency Management for bomb detection equipment and training (2026-00531)

    Authorizing the submittal of a grant application to Minnesota Department of Public Safety, Homeland Security and Emergency Management, in the amount of $183,959, from January 1, 2026, through March 31, 2027, for bomb detection equipment and training, in accordance with Resolution 2025R-112 related to federally funded grants.

  5. 6 ASPCA Northern Tier Shelter Initiative Grant for spay/neuter training (2026-00544)
    1. Accepting a grant from the American Society for the Prevention of Cruelty to Animals (ASPCA) Northern Tier Shelter Initiative, in the amount of $2,000, to send a Minneapolis Animal Care & Control (MACC) shelter veterinarian to the ASPCA Spay/Neuter Alliance Veterinarian Training Program.

    2. Passage of Resolution approving appropriation of funds to the Regulatory Services Department.

  6. 7 ASPCA Norther Tier Shelter Initiative Grant for Animal Welfare Conference attendance (2026-00545)
    1. Accepting a grant from the American Society for the Prevention of Cruelty to Animals (ASPCA) Northern Tier Shelter Initiative, in the amount of $500, for a staff member to attend the Animal Welfare Conference.

    2. Passage of Resolution approving appropriation of funds to the Regulatory Services Department.

    Passage of Resolution accepting donation from The Chateau Health & Wellness Recovery Center for Meredith Martyr, Police Health & Wellness Manager, and Police Sergeant Geoffrey Johnson's site visit at The Chateau Health & Wellness Recovery Center from July 14-16, 2026.
  8. 9 Gift acceptance from New Mexico Tech (2026-00543)

    Passage of Resolution accepting donation from New Mexico Tech for 11 Police Unmanned Aerial Vehicle (UAV) Officers to attend Drone Assessment and Response Tactics (DART) training delivered by New Mexico Tech instructors in Socorro, New Mexico.

  9. 10 Gift acceptance from the Association of State and Territorial Health Officials (ASTHO) (2026-00560)

    Passage of Resolution accepting donation from the Association of State and Territorial Health Officials (ASTHO) for Markeeta Keyes, Health Workforce Development Director, to attend the Developing Executive Leaders in Public Health (DELPH), Executive Leadership Forum, from June 22-25, 2026, in Washington, DC.

  10. 11 Gift acceptance from the Minneapolis Fire Foundation (2026-00551)

    Passage of Resolution accepting donation from the Minneapolis Fire Foundation of Motorola APX 6000 portable radio kits to enhance operational efficiency and communication.

  11. 12 Joint Powers Agreement with Hennepin County for provision of domestic violence advocacy services (2026-00546)

    Authorizing a Joint Powers Agreement with Hennepin County Attorney’s Office, using an agreement drafted in coordination with Hennepin County, in the amount not to exceed $210,000, for an agreement from July 1, 2026, through June 30, 2029, for domestic violence advocacy services.

  12. 13 Rental dwelling license reinstatement: 4010 Dupont Avenue North, owner Reilly O'Neil (2026-00502)

    Approving the reinstatement of the Rental Dwelling License for the property at 4010 Dupont Avenue North, formerly held by Mahmood Khan, to be held by new owner Reilly O'Neil, based on verification that said property is now in compliance with rental licensing standards.

  13. 14 Infectious diseases ordinance (2026-00498)

    Referring to staff the subject matter of an ordinance amending Title 11, Chapter 227 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Nuisances Generally, addressing gaps in the Health Department’s authority to act to reduce the spread of infectious diseases.

  14. 15 Contract with Minneapolis Downtown Improvement District for safety outreach services (2026-00578)

    Authorizing a contract with Minneapolis Downtown Improvement District, in the amount not to exceed $236,816, from June 1, 2026, to December 31, 2026, with the option to extend for two (2) additional one-year periods through December 31, 2028.

  15. 16 Appointment of Police Chief (2026-00576)

    Setting a public hearing for June 3, 2026, to consider the Mayor's nomination of Brian O'Hara to the appointed position of Police Chief for a term ending January 2030.

  1. 17 Sponsor a Kennel program for Minneapolis Animal Care & Control (MACC) (2026-00553)

    Passage of Resolution authorizing Minneapolis Animal Care & Control (MACC) to create and operate a Sponsor a Kennel program, with proceeds to be accepted as donations to the City of Minneapolis and used for the care and enrichment of animals in MACC’s care, with quarterly reporting to the City Council.

  2. 18 Police Department's participation on the Homeland Security Task Force (2026-00567)
    Approving a legislative directive related to the collaboration between the Police Department and the federal government on the Homeland Security Task Force. 
  3. 19 Shooting of Davis Moturi: Legislative directive (2026-00187)

    Receiving and filing a report regarding the internal review of the shooting of Davis Moturi, including any internal operational or policy changes taken by the Minneapolis Police Department.

  4. 20 Police Policy and Procedures Quarterly Report (2026-00550)

    Approving a legislative directive related to the Moturi-Lussier After-Action Reviews for quarterly updates, including a comprehensive review and progress report on the relevant Recommendations and Lessons Learned contained within the Report on After-Action Reviews.

  5. 21 Rental Licenses Ordinance Implementation (2026-00215)

    Receiving and filing the first report on the implementation of the Rental licenses ordinance.

  6. 22 Drones as First Responders pilot program (2026-00488)

    Receiving and filing a response to a legislative directive relating to the evaluation, design, and potential implementation of a pilot program utilizing unmanned aerial systems (drones) as first responders to certain 911 priority calls, and information related to potential next steps the City Council and administration would need to consider should a drones-as-first-responder pilot be evaluated under the City’s Surveillance Ordinance process.
