    2.   8. 10 Collective bargaining agreement: Machinists Unit, 2021 through 2024 (2021-01312)

    1. Authorizing a collective bargaining agreement with the Machinists Unit for the period Jul 1, 2021, through Jun 30, 2024, consistent with the terms of the Executive Summary.

    2. Authorizing the Labor Relations Director to implement the terms and conditions of the collective bargaining agreement.

  9. 11 HOME Investment Partnerships American Rescue Plan (HOME-ARP) grant (2021-01322)

    1. Accepting a HOME Investment Partnerships American Rescue Plan (HOME-ARP) grant, in the amount of $9,626,335, from U.S. Housing and Urban Development (HUD).

    2. Authorizing a grant agreement with HUD for the HOME-ARP funds.

    3. Passage of Resolution approving appropriation of allowable HOME-ARP administrative funding allocation to the Community Planning & Economic Development Department.

  10. 12 Contract with Securitas Security Services USA, Inc. for security guard services for City facilities (2021-01323)

    Authorizing a contract with Securitas Security Services USA, Inc., in the amount of $1,800,000 for a two year period, from Jan 1, 2022, to Dec 31, 2023, with the option to extend the contract annually for three years in an amount not to exceed $900,000 per year, for security guard services for City facilities.

  11. 13 Contract with Perceptyx, Inc. for Employee Engagement Survey and related services (2021-01324)

    Authorizing a contract with Perceptyx, Inc., in an amount not to exceed $147,000 for three years, from Jan 1, 2022, through Dec 31, 2024, with the option to renew in year four for a not-to-exceed amount of $49,000, and an option to renew in year five for a not-to-exceed amount of $54,000, for a total amount not to exceed $250,000 over the life of the contract, to develop and administer up to two Minneapolis Employee Surveys per year and perform related services.

  12. 14 Contract amendment with Aggregate Industries – MWR, Inc. for barge mooring (2021-01325)

    Authorizing a five-year lease extension to Contract No. COM0000864 with Aggregate Industries – MWR, Inc., for barge mooring along 325 feet of City-owned Mississippi River shoreline at 2710 Pacific St N.

  13. 15 Contract amendment with Independent Emergency Services for 911 phone system (2021-01326)

    Authorizing an increase to Contract No. C-38426B with Independent Emergency Services, in the amount of $587,565.23 for a total amount not to exceed $1,613,565.23, for maintenance of the 911 phone system and a system hardware upgrade.

  14. 16 Contract amendment with DataNet Systems Corporation for professional and hosting services (2021-01327)

    Authorizing an increase to Contract No. C-40242 with DataNet Systems Corporation, in the amount of $331,000 for a total amount not to exceed $1,975,000, to implement and host a Constituent Relationship Management (CRM) system and move the City’s Legislative Information Management System (LIMS) to DataNet’s data center.

  15. 17 Contract amendment with Environmental Systems Research Institute, Inc. for support and maintenance of the City’s geographic information system (2021-01329)

    Authorizing an increase to Contract No. C-42600 with Environmental Systems Research Institute, Inc. (ESRI), in the amount of $180,000 for a total amount not to exceed $2,760,000, for the purchase of professional credits needed for future planned work to the City’s geographic information system (GIS).

  16. 18 Contract amendments for technology-related consulting services (2021-01330)

    1. Authorizing an extension to Contract No. COM0000609, with CherryRoad Technologies, Inc., for an additional six months through June 30, 2022, for technology consulting services.

    2. Authorizing an extension to Contract No. C-44476, with Iceberg Technology Group, for an additional six months through June 30, 2022, for technology consulting services.

    3. Authorizing an extension to Contract No. C-44555, with Talent Software Services, Inc., for an additional six months through June 30, 2022, for technology consulting services. 

    4. Authorizing an increase to Contract No. C-44477, with InTech Software Solutions, Inc., for Work Order No. 1, in the amount of $113,400 for a total amount not to exceed $833,400, and an extension for an additional six months through June 30, 2022, for technology consulting services.

  17. 19 Contract amendment with Axon Enterprise, Inc. for implementation of the Axon Standards PSO module to manage complaints and cases (2021-01331)

    Authorizing an increase to Contract No. C-40520 with Axon Enterprise, Inc., in the amount of $20,000 for a total amount not to exceed $9,320,000, for implementation of the Axon Standards PSO module to manage complaints and cases.

  18. 20 Contract with PCC Technology Inc. for a campaign financial report system (2021-01332)

    Authorizing a contract with PCC Technology Inc, dba CIVIX, in the amount of $350,000, for a term of three years, with the option to renew for two one-year terms at the sole option of the City, for implementation and support of a campaign financial report system.

  19. 21 Request for Proposals for Staff Augmentation Pool for the Information Technology Department (2021-01333)

    Authorizing issuance of a Request for Proposals to establish a pool of suppliers to fill temporary technology-related staffing needs for a period of three years.

  20. 22 Bid for Minneapolis Convention Center Expansion Roof Replacement Project (2021-01334)

    Accepting the low bid of John A. Dalsin & Sons, Inc., submitted on Event No. 1750, in the amount of $3,013,156, to provide all materials, labor, equipment, and incidentals necessary for the Minneapolis Convention Center Expansion Roof Replacement Project, and authorizing a contract for the project, all in accordance with City specifications.

  21. 23 Grant from Minneapolis Downtown Improvement District to fund Downtown Strategic Justice Partnership (2021-01335)

    1. Accepting a grant from the Minneapolis Downtown Improvement District, in the amount of $175,000, to fund the Downtown Strategic Justice Partnership to fund a probation officer and a prosecutor who work within Downtown Minneapolis.

    2. Authorizing an increase to Contract No. COM00001719 with Hennepin County, in the amount of $65,000 for a total amount not to exceed $130,000, and an extension through Dec 31, 2023, to provide continued probation services in the Minneapolis Downtown Improvement District.

  22. 24 Contracts with selected firms on the City's Legal Services Panel (2021-01336)

    1. Authorizing agreements with the selected firms on the City's Legal Services Panel, for the period Jan 1, 2022, through Dec 31, 2024, with the cost for each agreement not to exceed $300,000 for the three-year period.

    2. Authorizing an extension of agreements with the firms on the City’s current Legal Services Panel for 2019 through 2021 for up to three months, through Mar 31, 2022, if necessary, to continue handling ongoing work or cases while the new Legal Services Panel contracts are finalized.

    3. Authorizing the City Attorney's Office to retain the flexibility to enter into such additional agreements to obtain particular legal or witness expertise, or as otherwise needed to best address the City's legal services needs, with the total cost not to exceed $300,000 within the three-year period, including the authority to waive procurement processes and deviations from the City’s standard terms and conditions pursuant to negotiation and in the best interests of the City.  

    4. Approving the waiver of the City's procurement process when establishing a conflicts panel for the defense of police officers in civil actions due to the collective bargaining agreement providing the legal basis for the payment of fees in conflicts cases, with the result that normal City procurement policies are not applicable.

  23. 25 Contracts with selected firms for the Bond Counsel Services Panel (2021-01337)

    1. Authorizing a legal services agreement with Kennedy & Graven, Chartered, in an amount not to exceed $300,000 for three years, to serve as primary bond counsel to the City for general obligation and common bond fund transactions.

    2. Authorizing a legal services agreement with Kutak Rock LLP, in an amount not to exceed $300,000 for three years, to serve as back-up bond counsel in the event of a conflict of interest or other extraordinary situations with primary bond counsel.

    3. Establishing a conduit Revenue Bond Panel for 2022-2024 with the following:

      1. Kennedy & Graven, Chartered
      2. Kutak Rock LLP
      3. Ballard Spahr LLP.

    4. Authorizing the City Attorney’s Office to retain the flexibility to designate additional firms as bond counsel for conduit revenue bond transactions that require particular expertise or as otherwise needed to best address the City’s bond counsel needs, with the cost to the City not to exceed $300,000 within the three-year period, including the authority to waive procurement processes.

    5. Authorizing the City Attorney’s Office to extend the current Bond Counsel contract and panel for up to three months, through Mar 31, 2022, if necessary, to continue handling ongoing bond financing transactions and/or while the new contracts are being finalized.

  24. 26 Legal settlement: Workers' Compensation claim of Darrin Jones (2021-01339)

    Approving the settlement of the Workers' Compensation claim of Darrin Jones, by payment of $200,000 over four years to Darrin Jones and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  25. 27 Legal settlement: Workers' Compensation claim of Jeremiah Kocher (2021-01340)

    Approving the settlement of the Workers' Compensation claim of Jeremiah Kocher, by payment of $185,000 over three years to Jeremiah Kocher and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  26. 28 Legal settlement: Workers' Compensation claim of Garry Nordine (2021-01341)

    Approving the settlement of the Workers' Compensation claim of Garry Nordine, by payment of $180,000 over three years to Garry Nordine and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  27. 29 Legal settlement: Workers' Compensation claim of David Schmidt (2021-01342)

    Approving the settlement of the Workers' Compensation claim of David Schmidt, by payment of $160,000 over three years to David Schmidt and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  28. 30 Legal settlement: Workers' Compensation claim of Bradley Simonson (2021-01343)

    Approving the settlement of the Workers' Compensation claim of Bradley Simonson, by payment of $190,000 over four years to Bradley Simonson and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  29. 31 Legal settlement: Workers' Compensation claim of Matthew Vana (2021-01344)

    Approving the settlement of the Workers' Compensation claim of Matthew Vana, by payment of $135,000 over two years to Matthew Vana and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  30. 32 Legal settlement: Workers' Compensation claim of Jacob Weess (2021-01345)

    Approving the settlement of the Workers' Compensation claim of Jacob Weess, by payment of $190,000 over four years to Jacob Weess and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

  31. 33 Legal settlement: Workers' Compensation claim of Michael Williams (2021-01346)

Approving the Third Amendment to the Airport Consent Decree and authorizing the City Attorney, on behalf of the City, to sign the Third Amendment and any other documentation reasonably necessary to implement its terms.

Addendum

34. 35 2022 City Council and committees calendar (2021-01362)

  1. Adopting a 2022 calendar of regular meetings for the City Council and its committees.

  2. Authorizing the City Clerk to post the calendar in appropriate places as notice of regular meetings and to incorporate changes to the calendar, as necessary, to accommodate the work of the City Council.
