Public Hearing

1. 2 Hennepin Ave S (Lake St W to Douglas Ave) Street Reconstruction: Project approval for bonding, assessment, and areaway abandonment (2023-01033)

  1. Passage of Resolution ordering the work to proceed and adopting special assessments in the amount of $1,976,964.42 for the Hennepin Ave S (Lake St W to Douglas Ave) Street Reconstruction Project, Special Improvement of Existing Street No. 6776 (PV158).

  2. Passage of Resolution requesting the Board of Estimate and Taxation authorize the City's issuance and sale of assessment bonds in the amount of $1,976,964.42 for the project.

  3. Passage of Resolution ordering the abandonment and removal of areaways located in the public right-of-way in conflict with the project.

  1. 3 Annual levy of various Public Works Department special assessments (2023-01029)

    Passage of Resolution levying various Public Works Department special assessments and adopting the assessment rolls.

  2. 4 Water distribution improvements: Appropriation increase (2023-01017)

    Passage of Resolution amending the 2023 Capital Improvement Appropriation Resolution by increasing the appropriation for the Public Works Water Fund (CWT1223) by $1,213,000 for water distribution improvements.

  3. 5 Right of Entry agreement to access the Columbia Heights water treatment property (2023-01018)

    Authorizing a right of entry agreement with the United States of America to allow access to the property on which the Columbia Heights water treatment facility is located at 4500 Reservoir Boulevard, Columbia Heights, MN.

  4. 6 Easement agreement with Minneapolis Park & Recreation Board (MPRB) for a storm sewer outfall within the Minnehaha Parkway Regional Trail (2023-01019)

    Authorizing a utility easement agreement from the Minneapolis Park & Recreation Board (MPRB), with a fee of $58,429.20, that grants the City of Minneapolis a permanent easement in the Minnehaha Parkway Regional Trail near Nokomis Ave S and E 46th St for the purpose of operating, maintaining, inspecting, and repairing a storm trunk sewer, an underground water quality structure, and an outfall.

  5. 7 Temporary construction agreement with University of Minnesota for Bridge 9 repairs (2023-01020)

    Authorizing a temporary construction agreement with the University of Minnesota, in an amount not to exceed $2,592, for repairs to Bridge 9.

  6. 8 Agreement with Burlington Northern Santa Fe Railway for storm drain crossing (2023-01021)

    Authorizing an agreement with Burlington Northern Santa Fe (BNSF) Railway, in the amount of $6,550, for a license to host storm infrastructure on BNSF property.

  7. 9 North Transfer Station Revitalization Project: Grant acceptance and public infrastructure improvements (2023-01024)

    1. Passage of Resolution accepting a $4,000,000 grant from the United States Environmental Protection Agency, through the Solid Waste Infrastructure For Recycling (SWIFR) grant program, to support the North Transfer Station Revitalization Project, and authorizing execution of a grant agreement upon satisfactory review by the City Attorney’s Office.

    2. Passage of Resolution approving appropriation of funds to the Public Works Department. 

    3. Approving the North Transfer Station Revitalization Project Plan.

    4. Authorizing Finance and Property Services to proceed with project implementation to redevelop 2710 Pacific St N for municipal operation purposes as outlined in the North Transfer Station Revitalization Plan.

  8. 10 Grant application to Metropolitan Council Environmental Services (MCES) for sewer lateral repairs (2023-01026)

    Authorizing the submittal of a grant application to Metropolitan Council Environmental Services (MCES) for funding to help homeowners partially pay for sewer lateral repairs.

  9. 11 Funds match for Minnesota DEED Grant for the Upper Harbor Terminal Public Infrastructure Street Reconstruction Project (2023-01027)

    Passage of Resolution designating $4,068,570 in local funds as a grant match in support of the Upper Harbor Terminal Public Infrastructure Street Reconstruction Project No. 2294 (PV122) to demonstrate full funding of the project to the State of Minnesota for purposes of receiving a Minnesota Department of Employment and Economic Development (DEED) general obligation bond funded grant of $9,000,000.

  10. 12 Minnesota GreenCorps Program: Application to host a GreenCorps member for the 2023-2024 program year (2023-01028)

    Passage of Resolution authorizing Public Works to apply for and host an AmeriCorps member through the Minnesota Pollution Control Agency’s GreenCorps Program for the 2023-2024 program year.

  11. 13 Special events ordinance revision (2023-00975)

    1. Setting a public hearing for Nov 9, 2023, to consider an ordinance amending Title 17 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks, amending provisions in the form of a complete revision related to the permit application, review, issuance, and revocation and restrictions on the operation of parades and races and block events:

      1. Chapter 447 Parades/Races.
      2. Chapter 455 Block Events.

    2. Setting a public hearing for Nov 9, 2023, to consider amendments to the 2024 License Fee Schedules by adding fees for Parades, Races and Block Events.

13. 14 Traffic Zones, Restrictions, and Controls: 2023 Quarterly Reports (2023-00452)

Receiving and filing a report of approved and implemented quarterly items for traffic zones, restrictions, and controls for the second quarter of 2023.
