    2. Passage of Resolution authorizing the issuance of a "Pay-As-You-Go" TIF Note to Doran Companies, LLC or affiliated entity in a principal amount not to exceed $6,264,000.

    3. Authorizing an Inclusionary Zoning Revenue Loss Offset contract and other necessary documents related to the recommended actions with Doran Companies, LLC or affiliated entity.

    1. Authorizing a $174,000 Great Streets Gap Financing loan to Southside Community Health Services, Inc. to assist in the development of One Southside Clinic at 1000 Lake St E

    2. Approving partial waiver of application of the City’s prevailing wage policy for developments assisted by the Department of Community Planning and Economic Development for improvements completed prior to approval of this financing.

  6. 10 Metropolitan Council's Local Housing Incentive Account project funding (2025-00993)

    1. Authorizing the Community Planning & Economic Development Department Director to make the necessary certifications for the Metropolitan Council to consider awarding Local Housing Incentive Account funding to the following projects: 2116 Nicollet (2116 Nicollet Ave), Clare 5 (1900 Monroe St NE), EPIC+R (1014-1026 Plymouth Ave N), and Zaria (3030 Nicollet Ave).

    2. Authorizing the Community Planning & Economic Development Department Director to make the necessary certifications for the Metropolitan Council to consider awarding Local Housing Incentive Account funding for all future applicants that have been awarded funds from the City of Minneapolis.

  7. 11 Ownership and Opportunity Fund loan to 42nd St Second Addition LLC: 3400 42nd St E (2025-00995)

    Authorizing an Opportunity and Ownership Fund loan of $360,000 to 42nd St Second Addition LLC or its assigns to assist in the renovation of the commercial property at 3400 42nd St E.

    Passage of Resolution amending Resolution 2025R-201 entitled "Authorizing the acceptance of a $12,500,000 grant from the State of Minnesota through its Department of Employment and Economic Development ("DEED") to support the development of an outdoor performance venue at the Upper Harbor site," passed June 18, 2025, by updating the legislative citation in the body of the resolution.
