Authorizing a contract with Restorative Justice Community Action in an amount not to exceed $300,000, for three years with the option to extend an additional two years to provide restorative justice services to eligible offenders in the City of Minneapolis.

Authorizing an increase to Contract No. COM0000416 with Modern Piping, Inc., in the amount of $71,315 for a total amount not to exceed $28,943,256, for changes to the project schedule for the Public Service Building Project.

Accepting the second low bid of The First Impression Group Inc., submitted on Event No. 1305 and authorizing a two (2) year contract in the estimated amount of $200,000, to furnish and deliver all labor, materials, and incidentals for Addressing, Tabbing and Finishing Services for the City of Minneapolis City Clerks Office Document Solutions Center, with the option to extend for one (1) additional year period at the sole discretion of the City, all in accordance with City specifications.

Authorizing a contract with Comcast Cable Communications Management for cable television services to reflect the following negotiated material changes: limiting Comcast’s liability to a maximum of 6 months of payments for most claims; disclaiming all warranties; providing that mutual defense and indemnification is triggered by gross negligence rather than mere negligence; providing for prepayment upon invoice of certain fees; and including early termination fees of between 60 and 100% of remaining payments owed.  

Authorizing an increase to Contract ­­­­­No. COM0000189 with Premier Electrical Corporation, in the amount of $546,865 for a total amount not to exceed $16,660,867, for additional electrical work for the Public Service Building Project.

Authorizing an increase to Contract No. C-44518 with Danny’s Construction Company LLC, in the amount of $94,954 for a total amount not to exceed $3,949,061, for increased structural steel installation work for the Public Service Building Project.

Authorizing an increase to Contract No. COM0000184 with Spec 7 Group, LLC, in the amount of $1,959 for a total amount not to exceed $666,142, for increase in waterproofing the below grade structures for the Public Service Building Project.

Passage of Resolution accepting 1st Quarter 2021 donations made to the City of Minneapolis valued under $15,000.

Authorizing an increase to Contract No. C-39514 with Genex Services LLC, in the amount of $250,000 for a total amount not to exceed $1,370,000 and extension for one year, through April 30, 2022, for providing workers compensation medical bill review and payment services.

Approving the settlement of the claim brought by Grace Watkins-Wright and George Wright for property damage and direct expenses related to the sewer backup that flooded their basement at 813 West 61st Street, Minneapolis, MN by payment of $29,838.19 to claimants in exchange for a waiver and release of all property damage related claims they might have and authorizing the City Attorney's Office to execute all documents necessary to effectuate settlement.  

Authorizing the issuance of a Request for Proposals (RFP) for Municipal Building Commission Mechanical/Life Safety Renovations and City of Minneapolis Office Improvements.

Authorizing the issuance of a "Best Value" Request for Proposals (RFP) for two separate rooftop solar installations on Currie Maintenenace Facility and Lowry Warehouse, publication of the RFP is contingent on approval from the Permanent Review Committee (PRC).

Authorizing an amendment to the City of Minneapolis Minneflex Plan, as amended and restated effective January 1, 2018, to make changes to dependent care Flexible Spending Account during calendar year 2021 as authorized by the American Rescue Plan Act (ARPA), 2021.

Authorizing an increase to Contract No. C-41453 with Cost, Planning, and Management International, Inc. (CPMI), in the amount of $93,470 for a total amount not to exceed $1,692,290, for additional owner’s project representative services for the Public Service Building Project.

Passage of Resolution amending the 2021 General Appropriation Resolution by decreasing the following project/program allocations in Schedule 4:

1. Reducing the following CDBG capital/other projects: Adult Training, Placement and Retention by $29,300 to $1,332,648; High Density Corridor Initiative by $90,500 to $403,609; NEDF/CEDF (Great Streets) by $2,028 to $91,626; Home Ownership Support & Development by $4,200 to $191,028; Vacant and Boarded Building Program by $32,000 to $1,456,163.
2. Decreasing the following HOME Investment Partnerships funds: Affordable Housing Trust Fund (AHTF) by $100,426 to $1,838,969; Home Ownership Works (HOW) by $33,355 to $610,399.
3. Decreasing the following Emergency Solutions Grants: CPED Administration by $8,305 to $55,695.
4. Increasing the following Housing Opportunities for Persons with AIDS (HOPWA) funds: Increase Third Party Contractors/Subrecipients/Subgrantees by $212,861 to $1,895,851.

Directing staff from Finance & Property Services, Public Works, and Community Planning & Economic Development--in policy alignment with the City’s Southside Green Zone, the City’s resolution declaring racism a public health emergency, and the City’s resolution establishing a truth and reconciliation process--to:

1. Suspend the City’s work to expand the Hiawatha Maintenance Facility at 1860 28th Street East and 2717 Longfellow Avenue South;
2. Return with a report on the financial and operational implications of terminating the City's interest in this parcel and identifying another site for a facility, including but not limited to process, timeline, and budgetary needs; and
3. Recommend a process for how to sell the City-owned property not needed for municipal operations at 1860 28th Street East and 2717 Longfellow Avenue South in a way that is aligned with community interests and engages community-based organizations.

Staff shall present these recommendations to the Committee of the Whole at its meeting on Thursday, August 5, 2021.

Authorizing contracts with Central Area Neighborhood Development Organization, Corcoran Neighborhood Organization, Metro Youth Diversion Center, Restoration Inc., Urban Youth Conservation, and We Push for Peace, for up to a total of $2.3 million, for services under the MinneapolUS Strategic Outreach Initiative in 2021.

Authorizing the submittal of a grant application to the Centers for Disease Control and Prevention, in an amount of up to $250,000 annually over a five-year period, to implement violence prevention activities under the CDC’s Preventing Violence Affecting Young Lives (PVAYL) initiative.

Passage of Resolution requesting the Minnesota Commissioner of Transportation to make additions to and removals from the Municipal State Aid System of the City of Minneapolis.

Authorizing issuance of a Request for Proposals (RFP) for design services for Nicollet Avenue Bridge over Minnehaha Creek (BR127).

Authorizing the submittal of a grant application to Metropolitan Council Environmental Services' Municipal Infiltration/Inflow Grant Program, for an amount of $50,000 plus an additional sum to be determined upon program conclusion in March 2023, for reimbursement of expenses for CIPP (cured-in-place-pipe) lining and repairs of existing sewers that have taken place between Jan 1, 2021, and Dec 31, 2022.

Authorizing the customization of the terms and conditions of the contract with the University of New Mexico (UNM) for stormwater asset management expert facilitation services to reflect the following material changes: per applicable law, UNM is self-insured and barred from indemnifying other parties or agreeing to out-of-state law, as such the contract is silent as to applicable law and venue and each party is responsible for any claims or damages it may cause.

Authorizing a cost sharing agreement with the University of Minnesota, whereby the University will reimburse the City in the estimated amount of $1,035,582 for work related to the reconstruction of 8th St SE.

Authorizing an agreement with the City of St. Paul for management of project funds, oversight of the electric vehicle carshare fleet operator contract, and management of electric vehicles and charging supply equipment procurement and installation, related to the Twin Cities Electric Vehicle Mobility Network (EV Spot Network)

Approving small wireless collocation agreement form revisions.

Accepting the low bid of All Phase Contracting, Inc., submitted on Event No. 1418, in the amount of $1,175,798, to provide all materials, labor, equipment, and incidentals necessary for catch basin and manhole repairs, and authorizing a contract for the project, all in accordance with City specifications.

Passage of Resolution honoring Asian American and Pacific Islander Heritage Month in the City of Minneapolis.

Passage of Resolution declaring the week of May 2 through 8, 2021, as Public Service Recognition Week in the City of Minneapolis.

Receiving a briefing on all open labor contracts generally, an overview of 911 dispatcher interest arbitration, and an update on federation negotiations.

Receiving a briefing on litigation strategy related to claims and lawsuits, including Workers Compensation and First Amendment-related legal matters, stemming from the civil unrest that occurred in the aftermath of George Floyd's death.
