Granting an appeal submitted by Bob Pohlad, on behalf of ERE Properties, LLC, from the decision of the Heritage Preservation Commission denying a Demolition of Historic Resource application (PLAN13968) for the property located at 2424 W Lake of the Isles Pkwy. 

Authorizing the reclamation of the ADA-compliant dock built at Upper Harbor Terminal under the terms of the lease agreement COM0002632, for the purpose of removing the dock from the premises.

Passage of Resolution accepting 1st Quarter 2022 donations made to the City of Minneapolis valued under $15,000.

Passage of Resolution amending the 2022 General Appropriation Resolution to roll over funds from 2021 to 2022 for items that were delayed or not completed during the 2021 budget year for several operating departments. 

Accepting the low bid of Michels Corporation, submitted on Event 1844, in the amount of $3,626,999.50, to provide all materials, labor, equipment and incidentals necessary for the cleaning and lining of cast iron water mains, and authorizing a contract, all in accordance with City specifications.

Accepting the low bid of Pioneer Power, Inc., submitted on Event No. 1822, in the amount of $478,000 to provide all materials, labor, equipment and incidentals necessary for the Cooling Coil Replacement Project, and authorizing a contract for the project, all in accordance with City specifications. 

Accepting the low bid of Minger Construction Companies, Inc., submitted on Event 1810, in the amount of $1,656,976.10, including the Base Bid and Alternate 1, to provide all materials, labor, equipment and incidentals necessary for the 8th Street SE reconstruction project, and authorizing a contract for the project, all in accordance with City specifications.

Authorizing a contract with customized terms and conditions with Gartner, Inc., in the total not-to-exceed amount of $32,100 for information technology research and advisory services, for a term of one year.

Authorizing a contract with Enlyte, dba Genex and Genex/Mitchell, in the amount not-to-exceed $1,125,000, for a term of three years, with the option to extend the contract on an annual basis for another two years, for Workers' Compensation medical bill review and payment services. 

Authorizing an increase to contract COM2372A with Primacy Strategy Group (formerly known as Lockridge, Grindal, Nauen P.L.L.P.) in the amount of $100,000 for a new total amount not-to-exceed $200,000, and an extension from April 1, 2022, through Dec. 31, 2022, for federal representation services.

Authorizing an increase to contract C-42542 with Urban Ventures, Inc., in the amount of $480,000 for a total amount not-to-exceed $890,000, and an extension through Jan. 31, 2025, to fund the Pathways Gun Diversion Program.

Authorizing an amendment to Skyway Agreement in relation to Public Service Building.

Authorizing issuance of a Request for Proposals (RFP) for Water Meter Reading Hardware and Software Services.

Approving the Worker's Compensation claim of Daniel Dick by payment of $190,000 over four years to Daniel Dick and attorney, Ashley Biermann, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Authorizing agreements with the State of Minnesota, on behalf of the Minnesota State Patrol and the Bureau of Criminal Apprehension, and with other law enforcement agencies, for a total amount not-to-exceed $1,100,000, from Apr. 15, 2022, through Dec. 31, 2023, for law enforcement support and services.

Authorizing a contract with CornerHouse Interagency Child Abuse Evaluation and Training Center, in the amount of $412,748 for forensic interview services of children and vulnerable adults, for a term of two years, with two optional annual extensions.

Approving the appointment of the following individual to the 2022 Local Board of Appeal and Equalization: Ilo Amba, Seat 4, Ward 6.

Directing staff in the Office of Performance and Innovation in the City Coordinator’s Office--as it relates to the subject matter of an ordinance amending the Minneapolis City Charter to provide for the creation of a new Department of Public Safety--to:

1. Prepare an analysis and identify potential departments to be included in this new charter department. Departments and divisions should include but are not limited to:
   1. Fire Department
   2. Office of Violence Prevention
   3. Behavioral Crisis Unit
   4. Traffic Control
   5. Crime Prevention Specialists
   6. Office of Emergency Management

2. Provide an analysis on implementation and potential phase-in process for the identified departments
   1. Identify keys to successful integration of disparate functions within a single department
   2. Identify metrics or operational characteristics necessary for successful integration
   3. Evaluate possible integration of the Minneapolis Police Department
3. Propose organizational structure including:
   1. Potential divisions within the new department to respond to public safety needs
   2. Staffing needs
   3. Fiscal Note/Budget
   4. Leadership and oversight
   5. Possible authority and oversight roles of Mayor and Council
4. Publish the analysis, along with supporting findings, in a written report together with draft language for the proposed charter amendment to be distributed to policymakers and presented formally through the Policy & Government Oversight Committee by no later than June 27, 2022, with a public comment period at a subsequent Policy & Government Oversight Committee Meeting.

Authorizing the submittal of a grant application to the Minnesota Division of Homeland Security and Emergency Management, in the amount of $30,000, over a one-year period, to support the Office of Emergency Management's mission areas of prevention, preparation, mitigation, response, and recovery.

Authorizing the submittal of a grant application to the CDC for a cooperative agreement with the Minneapolis Health Department for the purpose of being eligible and pre-approved to receive rapid funding when faced with a public health emergency that requires federal support, from Apr 1, 2022, through Mar 31, 2027.

Authorizing a practicum experience agreement with St. Catherine University - St. Thomas University School of Social Work for their students to receive internship experience through the School Based Clinic program as a training site, with an automatic renewal for up to ten years, unless discontinued by either party.

Authorizing a five-month revenue contract with Special School District No.1, for a total not to exceed (NTE) amount of $150,000, to provide community violence interrupter services to MPS-identified locations of Minneapolis Public Schools.

Approving the following appointments to the Bassett Creek Watershed Management Commission for three-year terms ending Jan 31, 2025:  Michael Welch, Commissioner; Jodi Polzin, Alternate Commissioner; and Elizabeth Stout, Technical Advisory Committee.

Approving the following appointments to the Shingle Creek Watershed Management Commission for three-year terms ending Jan 31, 2025: Ray Schoch, Commissioner; and Elizabeth Stout, Technical Advisory Committee.

Authorizing a cooperative agreement with the Bassett Creek Watershed Management Commission, in an amount not to exceed $15,000, for engineering services related to development activities over the Bassett Creek Tunnel. 

Authorizing a cooperative construction agreement with the Bassett Creek Watershed Management Commission and Minneapolis Park & Recreation Board for the construction of stormwater treatment ponds and associated storm sewer infrastructure at Bryn Mawr Meadows Park.

Approving the application submitted by Minneapolis Park & Recreation Board for a large block event permit to allow the Minneapolis Arbor Day Celebration to be held on April 29, 2022, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Approving the application submitted by Sabri Properties LLC for a large block event permit to allow the Cinco De Mayo Block Party to be held on May 8, 2022, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Approving City of Minneapolis comments on the E Line Bus Rapid Transit (BRT) Recommended Corridor Plan, and directing submittal of the comments to Metro Transit.

Authorizing 2021 year-end budget procedures for the 48th & Chicago, 50th and France, 54th & Lyndale, Bloomington-Lake, Central Avenue, Chicago-Lake, Dinkytown, East Lake, Eat Street, Linden Hills, Lowry Hill, Lyndale-Lake, Stadium Village, Uptown, and West Broadway Improvement Special Service Districts.

Approving the settlement of all claims against the City of Minneapolis and any of its named or unnamed employees, including claims for attorneys’ fees and costs, asserted in the matter of Claim of Charles Christiansen, PM No. 20-13194, in the amount of $200,000 in damages and $40,000 in fees payable to Charles Christiansen and his attorney, Bennerotte & Associates, P.A., and authorizing the City Attorney’s Office to execute all documents necessary to effectuate this settlement.

Approving the settlement of all claims, including claims for attorneys’ fees and costs, asserted in Ana Gelhaye v. City of Minneapolis, United States District Court File No. 21-CV-1585 (ECT/BRT), in the amount of $900,000, payable to Ana Gelhaye and her attorneys, from Fund/Org. 06900 1500100 145400, and authorizing the City Attorney’s Office to execute any documents necessary to effectuate this settlement.

Approving the settlement of all claims, including claims for attorneys’ fees and costs, asserted in Samantha Wright v. City of Minneapolis and Oscar Macias, United States District Court File No. 21-CV-510 (WMW/LIB), in the amount of $900,000, payable to Samantha Wright and her attorneys, from Fund/Org. 06900 1500100 145400, and authorizing the City Attorney’s Office to execute any documents necessary to effectuate this settlement.

Passage of Resolution establishing the Housing/Rent Stabilization Work Group.
