Accepting the low bid of North Shore Track Services, Inc., submitted on Event 1962, in the amount of $13,270, to provide all materials, labor, equipment and incidentals necessary for the Upper Harbor Terminal (UHT) Rail Removal Project, and authorizing a contract for the bid, all in accordance with City specifications.

Accepting the low bid of Groove Tech of MN, Inc., submitted on Event 1865, in the amount of $1,172,370, to provide all materials, labor, equipment and incidentals necessary for Minneapolis Vision Zero 2022 Pavement Markings, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of Innovative Masonry Restoration, LLC, submitted on Event 1929, in the amount of $474,000, to provide all materials, labor, equipment and incidentals necessary for the Kenwood Tower Masonry Rehabilitation project, and authorizing a contract for the project, all in accordance with City specifications.

Authorizing a Best Value Procurement Request for Proposal (RFP) for the Fire Station No. 8 Miscellaneous Improvements Project.

Authorizing issuance of a Request for Proposals (RFP) for 2023 - 2026 Public Works Consulting Pool.

Authorizing a contract with City University of New York on behalf of John Jay College of Criminal Justice, in an amount not to exceed $275,000, for ongoing strategic advising with the specific aims of supporting the core Minneapolis Group Violence Intervention (GVI) implementation team.

Authorizing a contract of up to two years with Bloomberg Tradebook LLC, with the option to extend the contract for up to two additional years, using Bloomberg’s contract template notwithstanding its material deviations from the City’s standard form contracts, for Bloomberg quotation and trading services via our Bloomberg Terminal, and with a not to exceed amount of $800.

Authorizing the customization of the City’s Standard Contract Form for Professional Services with Baker Tilly US, LLP ("Baker Tilly"), to provide executive search services for the Elections Director position, to reflect the following changes:

1. Revising the mutual defense and indemnification threshold; and
2. Limiting Baker Tilly's potential liability to $250,000.

Authorizing an increase to Contract No. COM0003972 with Egan Company, in the amount of $164,782 for a total amount not to exceed $10,443,082, for construction services for the Fridley Campus Industrial Electrical Construction.

Authorizing an increase to Contract No. C-44075 with Architectural Wall Systems, LLC, in the amount of $12,279.35 for a total amount not to exceed $20,878,041.79, to provide design assist and unitized envelope systems contractor services for the Public Service Building.

Authorizing an increase to Contract No. COM0003053 with RJM Printing, Inc., in the amount of $15,083 for a total amount not to exceed $162,080.51, for increased sign and wayfinding work for the Public Service Building.

Authorizing an increase to contract C-37587 with Verint Americas, Inc., in the amount of $76,140 for a new not to exceed amount of $3,749,313 for the purchase of additional licensing associated with 311's Lagan system.

Approving the settlement of Steven Meldahl v. City of Minneapolis, Court File No. 27-CV-21-14991; the consolidated special assessment appeal brought by Steven Meldahl for the 2021 special assessment cycle by cancelling a $250 assessment levied on 2623 Knox Ave N and an agreement to temporarily extend the time to restore the property at 2942 Dupont Ave N, and authorizing the City Attorney's Office to execute any documents necessary to effectuate settlement.

Considering the workers' compensation claim of Hein Dihn by payment of $165,000 over three years to Hein Dihn and attorney, Ashley Biermann, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Considering the workers' compensation claim of Jennifer Lazarchic by payment of $125,000 over two years to Jennifer Lazarchic and attorney, Ashley Biermann, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Considering the workers' compensation claim of Grant Johnson, by payment of $160,000 over three years to Grant Johnson and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Considering the workers' compensation claim of Deanna Rivard by payment of $105,000 to Deanna Rivard and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the workers' compensation claim of Stanley Murzyn by payment of $125,000 to Stanley Murzyn and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Passage of Resolution providing for the safety of City employees and community.

Passage of Resolution approving the equalization of assessed valuations of real and personal property as recommended by the 2022 Local Board of Appeal and Equalization.

Authorizing collective bargaining agreement with the Minnesota Public Employees Association (MnPEA), 911 Unit, for the periods Jan. 1, 2022, through Dec. 31, 2024, consistent with the terms of the Executive Summary; and authorizing the Labor Relations Director to implement the terms and conditions of the agreement.

Passage of Resolution approving the revised Comprehensive General Emergency Management Plan, version Spring 2022, pursuant to Minneapolis Code of Ordinances, Title 6, Section 128.120.

Authorizing the submittal of a series of grant applications to the Minnesota Department of Transportation Metro District for the 2022 solicitation for Federal Highway Safety Improvement Program (HSIP) funds.

Authorizing Subordinate Funding Agreement (SFA) No. 7 with the Metropolitan Council, to reimburse the City a not-to-exceed amount of $30,000, for construction costs incurred for roadway paving services on public streets impacted by the METRO Green Line Extension (Southwest Light Rail) Project.

Authorizing Subordinate Funding Agreement (SFA) No. 8 with the Metropolitan Council, to reimburse the City a not-to-exceed amount of $305,000, for construction costs for relocation of traffic signal fiber optic infrastructure impacted by the METRO Green Line Extension (Southwest Light Rail) Project.

Passage of Resolution recognizing May 12, 2022, as Myalgic Encephalomyelitis/Chronic Fatigue Syndrome International Awareness Day in the City of Minneapolis. 

Passage of Resolution declaring the month of May as Public Service Recognition Month in the City of Minneapolis.

Passage of Resolution declaring the week of May 15, 2022, as National Public Works Week in the City of Minneapolis.

Passage of Resolution honoring Asian American and Native Hawaiian / Pacific Islander Heritage Month in the City of Minneapolis.

Approving the settlement of all claims against the City of Minneapolis and any of its named or unnamed employees, including claims for attorneys’ fees and costs, asserted in the matter of Colleen Ryan v. City of Minneapolis Police, MDHR Case No. 72990, in the amount of $133,600, payable in three checks: $19,833.69 to Colleen Ryan, $59,501.07 to Colleen Ryan, and $54,265.24 to her attorneys, HKM Employment Attorneys, LLP; and authorizing the City Attorney’s Office to execute all documents necessary to effectuate this settlement.

Approving the settlement of all claims against the City of Minnneapolis and any of its named or unnamed employees, including claims for attorneys' fees and costs, asserted in the matter of Arthur Knight v. City of Minneapolis, Civil Case No. 27-CV-21-8383, in the amount of $70,000 payable to Arthur Knight and his attorney, Haller Kawn LLP; and authorizing the City Attorney's Office to execute all documents necessary to effectuate this settlement.
