Denying an appeal submitted by Bridget Sullivan regarding the decision of the Heritage Preservation Commission approving a Certificate of Appropriateness application (PLAN14527) to construct a new residence on the lot located at 603 5th St SE in the Fifth Street Southeast Historic District.

Authorizing additional funding in the amount of $750,000 from Community Development Block Grant (CDBG) for the City of Lakes Community Land Trust/Hope Communities development located at 628 Franklin Ave E.

Passage of Resolution authorizing an agreement between the Minnesota Housing Finance Agency and the City of Minneapolis regarding assignment of entitlement issuer volume cap and related documents, transferring a portion of the City’s 2023 private activity bond allocation to Minnesota Housing Finance Agency in an amount not to exceed $2,000,000, and authorizing the execution of related necessary documents.

Authorizing collective bargaining agreement with the Teamsters 911 Supervisor Unit, for the period Jan 1, 2021, through Dec 31, 2023, consistent with the terms of the Executive Summary; and authorizing the Labor Relations Director to implement the terms and conditions of the agreement.

Approving a retention incentive of $1,000 for all full-time non-represented, appointed, and politically-appointed employees as of the effective date of this action, provided they remain employed full-time by the City through Dec 31, 2022; and authorizing Human Resources and Finance - Payroll to process payment. 

Authorizing contract form for use for Expedited Agreement and Request for Payment agreement not to exceed $100, exempting these Agreements from the Target Market Program, and authorizing the City Attorney and the City Finance Officer or designee to alter and update these form contracts as needed.

Authorizing a contract with Hennepin County, for a total amount not to exceed $2,000,000, for a term through Dec 31, 2025, for collaboration on digital equity projects within the City of Minneapolis.

Amending Council Action 2022A-0274, passed April 14, 2022, to correct the contract number from C-42542 and C-42542A and the total not-to-exceed amount from $890,000 to $790,000.

Authorizing an increase to Contract No. COM0000189 with Premier Electrical Corporation, in the amount of $250,000 for a total amount not to exceed $18,289,030, for electrical work for the Public Service Building and to resolve all outstanding claims made by Premier, and authorizing the City Attorney's Office to execute documents necessary to effectuate the resolution of Premier's claims. 

Approving the settlement of the matter of Kelbro Company v. Crown Underground, LLC, and the City of Minneapolis by the payment of $82,500 to Kelbro through its attorneys at Yost & Baill, LLP, in exchange for its release and waiver of all claims related to the striking and breaking of Kelbro's sewer service line by Crown Underground, LLC, and authorizing the City Attorney's Office to execute any documents necessary to effectuate settlement.

Passage of Resolution establishing an Enterprise Policy regarding participation by the City of Minneapolis in amicus curiae (friend of court) briefs and delegating certain authority to the City Attorney.

Passage of Resolution amending the Paid Parental Leave Policy to provide up to 12 weeks of paid leave to eligible City employees when a qualifying event occurs.

Directing the City Clerk's Office to work with relevant offices including but not limited to the City Attorney’s Office, Human Resources, and Labor Relations to prepare and bring a presentation on the Government Data Practices Act and its application on the municipal level as it relates to matters of misconduct, discipline, coaching, and public data. The presentation should be delivered to the Policy & Government Oversight Committee on Sep 19, 2022.

Passage of Ordinance amending Title 10, Chapter 186 of the Minneapolis Code of Ordinances relating to Food Code: In General, amending the state code incorporation provision to reflect current delegation status to allow the City to license and inspect all food, lodging, pools, and liquor establishments in Minneapolis.

Confirming the following Mayoral appointment for an unexpired two-year term beginning Jan 1, 2022, and ending Dec 31, 2023: Lisa Albrecht, Seat 15, Ward 12.

Approving the following Council appointments for an unexpired two-year term beginning Jan 1, 2022, and ending Dec 31, 2023: Angeline Palen, Seat 9, Ward 9; and Dr. Matthew Ditmore, Seat 11, Ward 11.

Authorizing the submittal of a grant application to the Minnesota Pollution Control Agency (MPCA) for an electric pumper fire truck and charger for the Minneapolis Fire Department.   

Passage of Resolution authorizing Public Works to apply for and host an AmeriCorps member through the Minnesota Pollution Control Agency’s (MPCA) GreenCorps Program for the 2022-2023 program year.

Authorizing a revenue only agreement with Hennepin County, in the estimated amount of $295,621, to offset the per-ton tipping fee paid by the City for the processing of organic materials, for the term July 12, 2022, through March 31, 2024, and disbursement of allocated funding for use in the City's residential organics recycling program.

Authorizing certification of the application for reissuance of the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase 1 Permit to the City of Minneapolis and the Minneapolis Park & Recreation Board as co-permittees. 

Passage of Resolution concurring with the City Engineer's variance request from Minnesota Department of Transportation Municipal State Aid Rules for the reconstruction of 1st Ave S between E Lake St and Grant St E (State Aid Operation for Project No. S.A.P. 141-190-016).

Amending the 2015 Minneapolis Street Lighting Plan Figure 2 Map to re-classify the following roadway segments to Pedestrian Street Light Corridors (PSLC):

1. Dowling Ave N from Lyndale Ave to new W River Pkwy segment;
2. 33rd Ave N from Washington Ave to new W River Pkwy segment;
3. Washington Ave from Lowry Ave N to 41st Ave N (for future lighting); and
4. 37th Ave NE from Central Ave NE to Stinson Blvd NE.

Jenkins gives notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 9, Chapter 172 of the Minneapolis Code of Ordinances relating to Fire and Police Protection: Police Conduct Oversight, providing for the consolidation of oversight functions through a unified community commission.

Ellison gives notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 2 of the Minneapolis Code of Ordinances relating to Administration, amending procurement provisions relating to delegation of certain contract requirements; implementation of best value contracting; and procedures relating to use of cooperative contracts and acceptance of commodity bids:

1. Chapter 17 Finance.
2. Chapter 18 Purchasing.

Passage of Resolution honoring Black Pride and the Minnesota People of Color Organization and Festival 2022.

Passage of Resolution expressing support for members of the Minnesota Nurses Association (MNA) and urging their employers in Minneapolis hospitals – M Health Fairview, Allina Health, and Children’s Hospitals – to continue bargaining with MNA in good faith to reach a fair contract and avert a potential strike.
