Approving an application submitted by AT&T Mobility for an interim use permit (PLAN15332) to allow a temporary 100-foot telecommunications tower on the property located at 10 W Lake St until November 30, 2025.

Passage of Ordinance amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, amending regulations related to electric vehicle charging infrastructure in new development to implement policies of Minneapolis 2040:

1. Chapter 527 Planned Unit Development.
2. Chapter 530 Site Plan Review.
3. Chapter 541 Off-Street Parking, Loading, and Mobility.
4. Chapter 552 Built Form Overlay Districts.

Authorizing a grant agreement with the Minneapolis Public Housing Authority in the amount of $1,000,000 for the installation of sprinkler systems at 314 Hennepin Ave.

Approving the write off in part or in full for 12 loans under the George Floyd Square/38th & Chicago Forgivable Loan Program.

Authorizing exclusive development rights to Northside Economic Opportunity Network or an affiliated LLC for a to be negotiated portion of City-owned property located at 2103 West Broadway and the City-owned property at 2114 23rd Ave N for a period of two years, with the possibility of a one-year extension at the discretion of the Director of Community Planning & Economic Development, for the development of a new a two-story, food-based business incubator facility.

Authorizing an agreement with the Hennepin Theatre Trust relating to the redemption of the Trust’s Common Bond Fund financing.

Passage of Resolution approving an amendment to the City's comprehensive plan to amend the future land use from Urban Neighborhood to Production Mixed Use for the property located at 1924 E 26th St.

Passage of Resolution calling on the United States to lead the global efforts to relieve famine and food insecurity in the Horn of Africa and applauding the delivery of aid and nourishment to the region.

Passage of Resolution approving the appointment of election judges and deputy city clerks in connection with the November 8, 2022, General Election; and authorizing the Director of Elections to appoint additional election judges and deputy city clerks as necessary. 

Authorizing issuance of a Request for Proposals (RFP) for On-Street Parking Mobile Device Payment System.

Authorizing a contract with The Standard, dba Standard Insurance Company, in the amount not to exceed $2,175,000, for a three-year term from Jan 1, 2023, through Dec 31, 2025, with the option to extend for one additional two-year term, for an annual amount of $725,000, for life and long-term disability insurance and Family and Medical Leave Act(FMLA)/leave management administration services.

Authorizing an extension to contract C-44283 with Clearwater Analytics, LLC, for an additional one-year term, for an investments, capital, and debt management software solution utilized by the City’s Finance and Property Services Department.

Authorizing a contract with Lexipol, LLC, using the contract form provided by the contractor, in an amount not to exceed $70,000, for a two-year term, for a customized law enforcement mobile wellness application branded for the Police Department.

Authorizing contract with Hennepin Technical College (HTC), in the annual amount of $185,000, for a one-year term from Sep 26, 2022, through Sep 25, 2023, for police cadet training with the option to extend the contract for one additional year.

Authorizing an increase to contract COM0001442 with Minnesota State Colleges and Universities (MnSCU) through Century College, in the amount of $175,000 for a new total amount not to exceed $350,000, for fire cadet training and education services.

Approving the settlement of the matter of Henry James Holmes, v. City of Minneapolis, et al, Case No. 22-CV-0348 WMW/DTS, by payment of $60,000, to the Magna Law Firm client trust account, in exchange for a full and complete release of all claims against the City of Minneapolis, the named officers, its employees, agents and representatives, and authorizing the City Attorney's Office to execute any and all documents necessary to effectuate settlement.

Authorizing a contract with Fairview Health Services, in the amount not to exceed $400,000, for Hospital-Based Medical Assisted Therapy & Recovery, from Jan 1, 2023, to Dec 31, 2024, with the option to extend the contract for an additional three one-year terms, depending on the available funds. 

Passage of Resolution adopting the assessments, levying the assessments, and adopting the assessment roll for sanitary sewer service availability charges (SAC) on the list of properties as on file in the City Engineer’s Special Assessment Office.

Passage of Resolution adopting the assessments, levying the assessments, and adopting the assessment rolls for water service line and sewer lateral repairs or replacements on the lists of properties as on file with the City Engineer’s Special Assessment Office.

Authorizing the transfer of vacated 45th Ave N right-of-way from the City of Minneapolis to the Minneapolis Park & Recreation Board by deed for no consideration as allowed by Minnesota Statute, Section 465.035. 

Authorizing a cooperative agreement with the State of Minnesota Department of Transportation and Hennepin County, Contract No. 1050873, for work completed as part of the Glenwood Ave Street Reconstruction Project No. 6760 (CPV074), from Aldrich Ave to 7th St N.

Authorizing the acceptance of a utility easement agreement with Northern States Power (dba Xcel Energy) that grants Xcel Energy a permanent easement at the Minneapolis Water Fridley Campus for the purpose of operating, maintaining, inspecting, and repairing Xcel electrical infrastructure up to the point of City-owned metering cabinets.

Directing the City Coordinator and City Clerk to organize and convene an enterprise staff work group to research and evaluate policies and programs, best practices, and relevant industry standards for constituent services and report back through the Committee of the Whole with findings and recommendations in support of a potential enterprise-wide constituent services program for the City of Minneapolis.
