Passage of Resolution accepting a gift of travel expenses from Harper's Magazine, for Police Chief O'Hara to participate in the Harper's Magazine & Georgetown Law's Center for Innovations in Community Safety in New York City, NY.

Accepting the low bid of JL Theis, Inc, submitted on Event 2785, in the amount of $2,731,902.99, to provide all materials, labor, equipment and incidentals necessary for the Broadway Street NE Signals, Storm Sewer & Curb Ramp Improvements, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of Sheehy Construction Company, submitted on Event 2816, in the estimated annual amount of $899,300, to provide all materials, labor, equipment and incidentals necessary for the Target Center Escalator Light Replacement, and authorizing a contract for the project, all in accordance with City specifications.

Accepting sole bid of AAMS General Contractor, LLC, submitted on Event 2846, in the estimated annual amount of $484,590, to provide all materials and incidentals necessary for several concrete road, sidewalk, and alley projects, all in accordance with City specifications.

Authorizing a contract with Examinetic Inc. in the amount of $249,000 for a three-year term, Jan 1, 2024, through Dec 31, 2027, with the option to extend the contract for two additional years and increase the amount by an additional $166,000 for a total amount not to exceed $415,000, for respirator protection program services.

Authorizing a contract with Legence Subsidiary Holdings, LLC dba ICS, in the amount of $408,562, for Owners Project Representative services for the City Hall Life Safety Renovations Project.

Authorizing an increase to Contract No. COM0006420 with AVR, Inc., in the amount of $2,740,347.75 for a total amount not to exceed $5,350,202.75, for additional ready-mix concrete, and a one-year extension through Mar 31, 2025, all in accordance with City specifications.

Authorizing an increase to contract COM0006122 with M Health Fairview, in the amount of $200,000 for a total amount not to exceed $400,000, and an extension through Dec 31, 2025, for COVID-19 and influenza vaccination services.

Authorizing an increase to Contract No. COM0006117 with Otis Elevator Company, in the amount of $12,060 for a total amount not to exceed $832,992, for additional work associated the Haaf Parking Ramp Elevator Modernization project.

Authorizing an increase to Contract No. COM0005931 with MacQueen Equipment, LLC for the amount of $400,000, for a total amount not to exceed $500,000, to furnish and deliver Pierce OEM Fire Apparatus parts and service, all in accordance with City specifications.

Authorizing an increase to Contract No. COM0006692 with JPMI Construction Co, in the amount of $36,246 for a total amount not to exceed $598,246, for additional work to complete the Hennepin Fan Replacement project in the Hennepin @ 10th Parking Ramp.

Approving the settlement of lawsuit Garrison Property & Casualty Insurance Co. v. City of Minneapolis, by payment of $14,207.93 to Garrison Property & Casualty Insurance Co., and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the settlement of the matter of Mahmood Khan v. City of Minneapolis, Court File No. 27-CV-23-1907, by payment of $37,000, from Fund/Cite 06940-1500100-145690, to Plaintiff through his counsel James Heiberg, Esq., and waiving the code compliance deposit for 1714 Oliver Ave N so that Mr. Khan might restore the building, in exchange for Mr. Khan's complete and full release of all claims, known or unknown, related to the events described in the Complaint, and authorizing the City Attorney's Office to execute any documents necessary to effectuate settlement.

Approving the settlement of the claims of Andrew Sands v. City of Minneapolis, et al., Case No. 27-CV-23-695, Hennepin County District Court, State of Minnesota, by payment of $57,787 to Plaintiff and $42,213 to Plaintiff's counsel, and authorizing the City Attorney's Office to execute documents necessary to effectuate the settlement. 

Approving the settlement of the claims of Krystal Pope v. City of Minneapolis, et al., Case No. 23-CV-02315, Federal District Court, District of Minnesota, by payment of $110,000 to Plaintiff's counsel, and authorizing the City Attorney's Office to execute documents necessary to effectuate the settlement. 

Approving the settlement of the lawsuit of Ellen Velasco-Thompson v. City of Minneapolis, United States District Court, Court File No. 23-CV-289 (DWF/JFD), by payment of $135,000 to Plaintiff and Plaintiff's counsel in the form of three checks: $17,637.61 payable to Ellen Velasco-Thompson for pecuniary wage losses; $70,550.45 payable to Ellen Velasco-Thompson for non-pecuniary losses, and $46,811.94 payable to Plaintiff's counsel, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Passage of Resolution accepting 4th Quarter 2023 donations made to the City of Minneapolis valued under $15,000.

Authorizing a contract with A Mother's Love Initiative, in the amount of $76,400, for the contract term Jan 1, 2024, through Dec 31, 2024, with an optional one-year extension through Dec 31, 2025, for syringe and needle cleanup and disposal services.

Denying an appeal submitted by Dale Zoerb, on behalf of Minneapolis Park Properties, LLC regarding the decision of the Zoning Board of Adjustment denying a certificate of nonconforming use (PLAN16923) for a motor vehicle storage lot use for the property located at 1501 Johnson St NE.

Granting an appeal submitted by Michael Fay regarding conditions #1 and #2 of the decision of the Heritage Preservation Commission approving a Certificate of Appropriateness application (PLAN16911) to replace the fascia at the Hinkle House, which is an individual landmark located at 619 10th St S.

Granting an appeal submitted by Anders Matney, on behalf of Philip and Gail McLaughlin, regarding the decision of the Zoning Board of Adjustment denying a variance (PLAN17225) to reduce the minimum required north interior side yard setback for an addition to the existing single-family dwelling located at 4849 Girard Ave S; and adopting findings as submitted by the City Attorney's Office. 

Granting an appeal submitted by Tim Helin regarding the decision of the Heritage Preservation Commission denying a Demolition of Historic Resource application (PLAN17175) for the property located at 400 Prospect Ave; and adopting revised staff findings.

Authorizing the creation of a three-year pilot program, with an option to extend the pilot for two additional years, to test and evaluate the requirements of implementing a secure bicycle parking network across the City.

Directing the City Attorney’s Office to prepare a draft ordinance on ballot initiative power, to be referred to the electorate at the 2024 General Municipal Election scheduled for Tuesday, Nov 5, 2024.

Directing the Legislative Department to conduct an analysis of municipal policies, both statewide and nationally, related to the use of resident ballot initiatives.

Directing the City Clerk to expire all ordinances and resolutions which were introduced but undisposed from the 2022-2023 Term of City Council.

Authorizing a revenue contract with SMG, in the amount of $552,000, for bomb detection security services at US Bank Stadium during large-scale events from Apr 1, 2024, through Mar 31, 2025.

Authorizing a revenue contract with the Minnesota Twins, in the amount of $31,855, for bomb detection security services at Target Field during large events from Apr 1, 2024, through Oct 31, 2024, with an option to extend for an additional 30 days for Major League Baseball playoffs and/or World Series.

Authorizing a revenue contract with the University of Minnesota, in the amount of up to $44,160 in buyback funds, for bomb detection security services at Huntington Bank Stadium from Apr 1, 2024, through Dec 31, 2024.

Authorizing a revenue contract with the Minnesota Timberwolves, in the amount of $195,000, for bomb detection security services at Target Center during large events. 

Authorizing a revenue contract with SMG, in the amount of $388,125, for SWAT security services at US Bank Stadium from Apr 1, 2024, through Mar 31, 2025.

Authorizing Police to enter into a mutual aid contract with the Dunwoody College of Technology through Dec 31, 2028, that warrants the parties' cooperation, collaboration, and communication, to the extent allowable under law, and further agree to assist crime victims and ensure appropriate prosecution of responsible persons when a crime affecting a college student or employee occurs in the city.

Directing the Legislative Department to evaluate a potential CO2e Pollution Control Annual Registration (PCAR) program and additional pollutants that could be added to the 2026 PCAR fee schedule.

Pursuant to notice, motion by Wonsley to introduce at the next regular meeting of the City Council the subject matter of an ordinance, to be submitted to the voters at the November 5, 2024, general election, for first reading and referral to the Committee of the Whole, proposing amendments to Article III of the Minneapolis City Charter relating to Elections, adding a new Section 3.5 providing for initiative and referendum.

Pursuant to notice, motion by Chavez, Chughtai, and Chowdhury to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, for first reading and referral to the Business, Housing & Zoning Committee, amending temporary housing provisions, including Section 244.60, to develop regulations establishing authorized and regulated “safe outdoor spaces” or individualized outdoor sheltering options for people experiencing unsheltered homelessness.

Pursuant to notice, motion by Chughtai, Chavez, and Chowdhury to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 11 of the Minneapolis Code of Ordinances relating to Health and Sanitation, for first reading and referral to the Business, Housing & Zoning Committee, adding a new Chapter 237 establishing provisions of a humane encampment response policy.

Pursuant to notice, motion by Chowdhury, Chavez, and Chughtai to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, for first reading and referral to the Business, Housing & Zoning Committee, amending temporary housing provisions, including Section 244.60, to establish provisions mandating regular reporting – including, but not limited to outcomes for individuals experiencing homelessness – related to encampment removals delegated by any ordinances or other City policies relating to homeless encampment removals.

Pursuant to notice, motion by Chughtai, Chowdhury, and Cashman to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 2, Chapter 40 of the Minneapolis Code of Ordinances relating to Administration: Workplace Regulations, for first reading and referral to the Public Health & Safety Committee, adding a new Article VIII creating a process to establish a Labor Standards Board to study and report on working conditions in specific industries.

Motion by Ellison to introduce the subject matter of an ordinance amending Title 12, Chapter 240 of the Minneapolis Code of Ordinances relating to Housing: Lead Poisoning Prevention and Control, for first reading and referral to the Business, Housing & Zoning Committee, amending provisions related to lead paint disclosure notifications.

Motion by Chavez to introduce the subject matter of an ordinance amending Title 16, Chapter 420 of the Minneapolis Code of Ordinances relating to Planning and Development: Public Housing Authority, for first reading and referral to the Business, Housing & Zoning Committee, amending provisions related to the establishment and duties of the Authority.

Motion by Rainville to introduce the subject matter of an ordinance amending Title 15, Chapter 389 of the Minneapolis Code of Ordinances relating to Offenses -Miscellaneous: Noise, for first reading and referral to the Business, Housing & Zoning Committee, amending regulations related to amplified sound permitting.

Motion by Ellison to introduce the subject matter of an ordinance amending Title 12 of the Minneapolis Code of Ordinances relating to Housing, for first reading and referral to the Business, Housing & Zoning Committee, creating a new Chapter 246 entitled Tenant Protections and adding thereto provisions creating a right of first refusal and/or opportunity to purchase for tenants and qualified developers to the sale of rental housing.

Motion by Wonsley to introduce the subject matter of an ordinance amending Title 2, Chapter 41 of the Minneapolis Code of Ordinances relating to Administration: Information Governance, for first reading and referral to the Administration & Enterprise Oversight Committee, amending provisions to address, generally, the issues of data and information governance, including but not limited to accuracy, accessibility, integrity, legal and regulatory compliance, retention and disposition, and policy and programmatic administration and enforcement.

Motion by Wonsley to introduce the subject matter of an ordinance amending Title 3, Chapter 47 of the Minneapolis Code of Ordinances relating to Air Pollution and Environmental Protection: Energy and Air Pollution, for first reading and referral to the Public Health & Safety Committee, amending regulations relating to pollution control annual registration.

Motion by Wonsley directing the Legislative Department to compare estimated average net earnings for Transportation Network Companies (TNC) drivers under three minimum compensation models.

Motion by Wonsley approving a legislative directive related to a follow-up analysis regarding the current and future property by the Police Department and unarmed public safety workers within the various departments in the city enterprise.

Motion by Wonsley approving a legislative directive related to a comprehensive analysis of the City’s hiring practices as it relates to unarmed and armed safety workers.

Motion by Chavez approving a legislative directive related to neighborhood-serving commercial uses in residential areas.

Motion by Wonsley approving a legislative directive related to the city’s response to the opioid epidemic led by the city’s Health Department.

Motion by Wonsley approving a legislative directive related to labor standards enforcement in development, particularly multi-unit residential development.

Motion by Payne approving a legislative directive related to supplemental co-enforcement funding.

Approving the settlement of all claims, except those for attorney’s fees, asserted in Chestnut, et al v. Klund, et al, Court No. 22-CV-2714, United States District Court of Minnesota (JRT/DTS) in the total amount of $800,000.00, with $100,000.00 payable to each of the eight (8) individual plaintiffs, from Fund/Org. 06900 1500100 145400; and authorizing the City Attorney’s Office to execute any documents necessary to effectuate this settlement.

Approving the settlement of all claims, including claims for attorneys’ fees and costs, asserted in Jared Goyette, et al v. City of Minneapolis, et al., United States District Court File No. 20-cv-01302 (JRT/DTS) in the amount of $950,000.00, payable to the ACLU of Minnesota, from Fund/Org. 06900 1500100 145400; and authorizing the City Attorney’s Office to execute any documents necessary to effectuate this settlement.
