Accepting the sole bid of Ti-Zack Concrete, LLC, submitted on Event 3283, in the annual amount of $1,110,000, to provide all materials, labor, equipment and incidentals necessary for Concrete Pavement Sawing and Joint Sealing, and authorizing a contract for the services for one (1) year, with an option to extend for two (2) additional years beyond the 2025 construction season, all in accordance with City specifications. 

Authorizing a contract with NorthPoint Health & Wellness Center, Inc., in an amount not to exceed $100,000, from Jan 1, 2025, through Dec 31, 2025, with the option to extend the contract annually up to four (4) years with each renewal option not to exceed $100,000 per year for a total amount not to exceed $500,000, to provide domestic violence programming services.

Authorizing an increase to contract COM0006812 with Ti-Zack Concrete, Inc., in the amount of $90,000 for a total amount not to exceed $2,700,135.35, for additional work to complete the Lyndale Ave N Pedestrian Improvements Project, all in accordance with City specifications.

Authorizing an increase to Contract No. C-39151 with CivicPlus LLC (formerly Municipal Code Corporation), in the amount of $118,037 for a new total amount not to exceed $428,037, and an extension through Dec 31, 2027, for basic codification services.

Authorizing an increase to Contract No. COM0008321 in the amount of $357,150 for a total not to exceed $1,022,248, for additional upgrades to Americans with Disabilities Act (ADA) pedestrian ramps for Farview North project, all in accordance with city specifications.

Authorizing an increase to contract COM0002375 with Kimley-Horn & Associates, Inc., in the amount of $1,303,760 for a total amount not to exceed $4,850,392, for additional engineering and design services for the Hennepin Ave S Street Reconstruction Project.

Authorizing an increase to contract No. COM0007781 with JL Theis, Inc, in the amount of $218,097.01 for a total amount not to exceed $2,950,000.00, for the Broadway St NE Signals, Storm Sewer & Curb Ramp Improvements project.

Authorizing an increase to Contract No. COM0008072 with Kraemer North America LLC, in the amount of $85,306 for a total amount not to exceed $10,570,589.84, for additional work to complete the 1st Ave Bridge reconstruction Project, all in accordance with City specifications.

Authorizing an increase to contract COM0006584 with Meyer Contracting, Inc., in the amount of $34,515.95 for a total amount not to exceed $9,804,515.95, and extending the contract for one (1) additional year through Sep 30, 2025, for the Signals, Storm Sewer & Curb Ramp Improvements project.

Amending Council Action No. 2024A-0319, passed May 9, 2024, to update a contract to provide climbing opportunities for youth, breaking barriers, by removing "El Colegio" and replacing with "Steve Asencio" as contractor.

Authorizing an extension amendment to the parking license agreement with Salem Evangelical Lutheran Church, in the amount of $21,000.00, for an additional 5 years, for leased parking space at 4134 and 4142 Dupont Ave N.

Authorizing execution of an environmental covenant and easement with the Minnesota Pollution Control Agency (MPCA), relating to the property at 505 4th Ave S.

Approving the settlement of the claim of Hennepin Healthcare, Inc. for alleged property damage related to a water meter exchange and flooding at HCMC on or about September 22, 2021, by the payment of $61,523.00 in exchange for waiver and release of all claims, and authorizing the City Attorney's Office to execute any documents necessary to effectuate settlement.

Approving the workers' compensation claim of Scott Campbell by payment of $165,000 to Scott Campbell and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the workers' compensation claim of Hilary Glasrud by payment of $140,000 to Hilary Glasrud and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the workers' compensation claim of Brianna Garman by payment of $126,000 to Brianna Garman and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the workers' compensation claim of Christopher Smith by payment of $140,000 to Christopher Smith and attorney, Meuser Law Firm, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Passage of Resolution accepting a donation of travel, lodging, and per diem expenses from American Councils for International Education for Council Member LaTrisha Vetaw to participate in the Young Southeast Asian Leaders Initiative (YSEALI) Professional Fellows Program Reciprocal Exchange in Malaysia from December 17, 2024, through December 29, 2024.

Authorizing a lease agreement with MGEX Real Estate Holdings, LLC, in the amount of $2,085,984.52, for office space at 400 4th St S for the Police Department.

Considering a Letter of Agreement (LOA) extension for one year with the Police Federation for Critical Staffing Overtime.

Approving a Letter of Agreement (LOA) with AFSCME General for Wage Pattern Adjustment and Retention Incentive.

Passage of Resolution amending Resolution 2024R-084, passed April 11, 2024, to complete the revenue transfer from American Rescue Plan Act (ARPA) funds to the General Fund for the Revenue Replacement Project.

Approving an application submitted by Kelley Martin with Steps of Strategy for an interim use permit (PLAN18678) to allow for a 30-bed emergency shelter within an existing building for the property located at 1803 Bryant Avenue N until November 19, 2026, subject to conditions.

Passage of Resolution authorizing the issuance of up to $221 million in tax-exempt revenue bonds by the City of Minneapolis and the Housing and Redevelopment Authority of the City of Saint Paul for Children's Health Care, a Minnesota nonprofit corporation providing health care services in Minneapolis and the surrounding area.

Passage of Resolution authorizing host approval for the issuance of up to $10 million in revenue bonds by the City of Lauderdale, MN, for financing renovations and improvements to Catholic Eldercare's facilities located at 817 Main St NE and 149 Eighth Ave NE.

Approving a legislative directive related to the Affordable Housing Trust Fund for an update, potential changes, and policy recommendations to increase the number of 30% AMI units, and housing for homeless, and preservation, rehabilitation, stabilization units.

Authorizing exclusive development rights to Wolfpack Promotionals LLC or its assigns for the City-owned property located at 2034 West Broadway for a period of 24 months, with the possibility of a 12-month extension at the discretion of the Director of Community Planning and Economic Development, for the development of a new mixed-use project.

Authorizing an Opportunity and Ownership Fund loan of $220,000 to 4010 East Holdings LLC or its assigns to assist in the acquisition and renovation of the commercial property at 4010 E Lake St.

Authorizing appropriate City staff to execute agreements for Great Streets Facade Improvement Grant Program Administration, in a total amount of $380,000, as follows:

1. Lake Street Council, in the amount of $50,000. 
2. Lyndale Neighborhood Association, in the amount of $40,000.
3. Lynnhurst Neighborhood Association, in the amount of $20,000.
4. Nokomis East Neighborhood Association, in the amount of $20,000.

Authorizing an amendment to Contract No. COM0003930 with Project for Pride in Living, Inc. and related documents, a part of the 2020 Housing Opportunities for Persons with AIDS (HOPWA) at Bloom Lake Flats Housing Project, to modify the number of units designated for persons living with HIV/AIDs to a total of four (4) units.

Passage of Resolution vacating a right-of-way portion of Cemetery St NE between Tyler St NE and Central Ave NE in Vacation File No. 1784.

Directing the City Attorney’s Office to prepare draft ordinances on safe outdoor spaces with the ordinances to be based on Denver Safe Outdoor Space and Duluth Safe Bay.

Approving a total of $1,504,185 in Year 2025 9% Low Income Housing Tax Credits for the 2116 Nicollet Housing project located at 2116 Nicollet Ave S.

Passage of Ordinance amending Appendix C-1 of the Minneapolis Code of Ordinances relating to the CenterPoint Energy Minnesota Gas, Gas Franchise, extending the franchise though April 17, 2025.

Passage of Resolution to apply for a Minnesota Department of Transportation (MnDOT) Safe Routes to School (SRTS) infrastructure grant for the South-Folwell Safe Routes to School project.

Passage of Resolution amending the Capital Improvement Appropriation Resolution by allocating State Funds appropriation and increasing revenue in the amount of $147,183 for the Asphalt Pavement Resurfacing Program (PV056).

Authorizing Subordinate Funding Agreement (SFA) No. 1 with the Metropolitan Council, to reimburse the City a not-to-exceed amount of $461,987.05, for professional staff costs incurred by the Public Works Department in the areas of design and engineering coordination in conjunction with the METRO Blue Line Extension Project and the relocation of an Xcel Energy transmission line.

Passage of Resolution amending the 2024 Capital Improvement Appropriation Resolution by increasing the appropriation for the Public Works Water Fund (CWT1224) by $4,500,000 for water distribution improvements.

Passage of Resolution amending the 2024 Capital improvement Appropriation Resolution authorizing closure and appropriation adjustments for capital projects and programs, as indicated on Schedules A-C, and reallocations and redistributions of excess revenues and bond proceeds to projects requiring additional funding.

Passage of Resolution amending Resolution 2024R-306, passed October 2, 2024, by correcting the headings and assessment terms within that resolution. 

Passage of Resolution accepting a donation of travel and lodging expenses from the National Academy of Sciences-Transportation Research Board for Public Works Director Tim Sexton to attend the Transportation Research Board Annual Meeting in Washington D.C. from January 4 - 9, 2025. 

Passage of Resolution expressing solidarity with nonviolent campus activism opposing war and supporting Palestinian human rights, and urging the University of Minnesota, Hennepin County Attorney, and City Attorney to drop charges against protestors arrested at the University of Minnesota on October 21, 2024.

Authorizing a contract with DLG Consulting and Advisory Services, LLC, in the amount not to exceed $750,000, for an eighteen (18) month term, December 6, 2024, through June 6, 2026, to provide investigative services to the Internal Affairs Division of the Police Department.

Authorizing a contract with Exceptional Edge Consulting, LLC, in the amount not to exceed $260,000, for a two (2) year term, from Jan 1, 2025, through Dec 31, 2026, to provide training services regarding non-discriminatory policing, stops, searches, citations, and arrests, required by the settlement agreement.

Approving a legislative directive related to the Office of Police Conduct Review current complaint intake process and any recent improvements, its complaint handling process, measures implemented to address the current backlog of cases and plans to prevent future backlogs, and information on City sites in community to facilitate access to complaint filing mechanisms.

Passage of Resolution recognizing Representative Frank Hornstein for his service representing the City of Minneapolis in the Minnesota State Legislature. 

Passage of Resolution recognizing Representative Hodan Hassan for her service representing the City of Minneapolis in the Minnesota State Legislature. 

Authorizing an increase to contract COM0006254 with Primacy Group LLC, in the amount of $100,000, for a total amount not to exceed $300,000, and an extension through Dec 31, 2025, for legislation representation services.

Approving the 2025 Legislative Agenda and Policy Positions.

Authorizing an amendment to the existing lease agreement with Special District #1 Minneapolis Public Schools by extending the agreement until Dec. 31, 2029, and adding a new Wellstone Clinic Location.

Approving a legislative directive related to programmatic, staffing, and administrative costs associated with expanding the public-safety related restorative services delivered by the City to include mediation services and victim services.

Authorizing a Memorandum of Understanding (MOU) with Hennepin County to regularly utilize space in the Lake Street Safety Center.

Directing the Legislative Department to undertake research and analysis to produce a national landscape analysis of other localities’ policies, programs, and strategies to reduce community safety concerns through youth and adolescent diversion/deflection, intervention, and delinquency prevention programs.

Cashman and Chughtai give notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Appendix C-1 of the Minneapolis Code of Ordinances relating to CenterPoint Energy Minnesota Gas, Gas Franchise, repealing the existing franchise ordinance for gas distribution system and passing a new franchise ordinance for gas distribution system.

Wonsley gives notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, prohibiting the use of algorithmic devices that perform calculations of non-public competitor data to advise landlords on vacancy or rental rates.
