1. Approving the reinstatement of the Rental Dwelling License for the property at 2500 Emerson Ave S,  formerly held by Stephen Frenz, to be held by new owner James Gray, based on submittal of an acceptable management plan and verification that said property is now in compliance with rental licensing standards.

Approving the reinstatement of the Rental Dwelling License for the property at 3312 Blaisdell Ave, formerly held by Stephen Frenz, to be held by new owner Brent Holmes, based on submittal of an acceptable management plan and verification that said property is now in compliance with rental licensing standards.

Approving the reinstatement of the Rental Dwelling License for the property at 214 19th St E, formerly held by Stephen Frenz, to be held by new owner Joseph Knapp, based on submittal of an acceptable management plan and verification that said property is now in compliance with rental licensing standards.

Approving the reinstatement of the Rental Dwelling License for the property at 1308 Powderhorn Terrace, formerly held by Stephen Frenz, to be held by new owner James D. Ostlund, based on submittal of an acceptable management plan and verification that said property is now in compliance with rental licensing standards.

Authorizing an increase to Contract No. C-41484 with Aeritae Consulting Group Ltd. in the amount of $900,000 for a total amount not-to-exceed $2,400,000 for the replacement of the Solid Waste Information System (SWIS).

Authorizing an increase of the contracts related to the ServiceNow pool, Contract No. C-40535 with Aeritae, Contract No. C-41150 with Accenture, and Contract No. C-40686 with Integrhythm, in an amount totaling $800,000, for a new not-to-exceed total project expenditure amount of $2,750,000, to provide consulting and implementation services for Information Technology's (IT) expanding ServiceNow environment.

Authorizing an increase to Contract No. C-43012 with DRT Benefits d/b/a 121 Benefits in the amount of $100,000, and extending the contract through Aug. 31, 2019, to provide required compliance services including COBRA  administration, State continuation, retiree and leave of absence billing services, filing of IRS returns and producing forms required by the Affordable Care Act for 2018.

Authorizing the negotiation of two Master Agreements with the University of Minnesota for research/technical assistance and for certain uses of, and entry upon, real property owned or operated by the University.  

Directing the Office of City Clerk and the Police Department to collaborate on production of a single point-of-access and data request procedures to maximize public convenience in requesting data from the City of Minneapolis, and to report back on these efforts to the Enterprise Committee at its regular meeting in Sept. 2018.

Directing the Information Governance Policy Committee (IGPC) to report back to the Enterprise Committee at its regular meeting in Sept. 2018 with a “State of Data” report that includes, but is not limited to, the following components:

1. A summary of the IGPC’s work and accomplishments to-date and intended work plan through December 2019, including a prioritized list of enterprise policies and related proposals;
2. The annual Open Data Compliance Report, which hereafter is to be incorporated into the annual work plans of the IGPC and included in its annual report to the City Council; and
3. The status of enterprise work resulting from the 2015 Records Management (Data Governance) Audit and the management response from the Office of City Clerk, together with any policy-level recommendations to advance the enterprise goal of increasing access to, and transparency of, government data to achieve a City that is “open by design.”

Passage of Resolution adopting form documents and delegating authority to the Department of Community Planning & Economic Development to make and execute Home Improvement Participation Agreements consistent with City Council approved requirements for the City's Home Improvement Program.

Approving a loan of up to $1,525,000 from the Affordable Housing Trust Fund (AHTF) for Park 7 Apartments project located at 615 S 7th St to House of Charity Property Development LLC or an affiliated entity and authorizing the execution of necessary documents.

Authorizing the issuance of a Request for Proposals (RFP) for projects to provide services and programming that address Housing Opportunities for Persons with AIDS (HOPWA) grant priorities and will be funded by the forthcoming 2018 HOPWA grant.

Directing the City Attorney's Office to report to the Housing Policy & Development Committee no later than July 25, 2018, on the legal framework and relationship between the City of Minneapolis and the Minneapolis Public Housing Authority, including:

1. A description of the Unified Participation Plan as defined in Section 420.130 of the Minneapolis Code of Ordinances, including how the plan is amended.
2. The authority and responsibility of the City of Minneapolis over the MPHA.

Passage of Ordinance amending Title 3, Chapter 47 of the Minneapolis Code of Ordinances relating to Air Pollution and Environmental Protection:  Energy and Air Pollution, amending provisions related to nuisance odor.

Passage of Resolution adopting the Minneapolis Stormwater Management Program and National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase I Permit Annual Report for 2017 activities.

Authorizing a contract with Alliance for Sustainability, in an amount not to exceed $37,000 per year, for Litter Be Gone™ event management and implementation services for a term of three years, with the option to extend the contract, on an annual basis for two additional years.

Authorizing a contract with Progressive Rail, Inc., in the amount of $156,600, for the purpose of upgrading the existing railroad crossings at two locations within the 61st St W Street Reconstruction Project No. 2288 (CPV103).

Authorizing a contract with CHA Consulting, Inc., in the amount of $7,500, for review of pre-construction documents and review of the geotechnical monitoring plan for the installation of City storm sewer under Canadian Pacific Rail tracks crossing on 61st St W.

Passage of Resolution authorizing approval of appraised value, offer of compensation, and acquisition by eminent domain for pipeline easement.

Accepting the low bid of Veit & Company, Inc., submitted on Official Publication No. 8564, in the amount of $611,072.01, to provide all materials, labor, equipment, and incidentals for the construction of the Upton, Vincent, and 51st Ave N Sanitary Sewer Replacement Project for the City of Minneapolis Public Works Department, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low responsive bid of Concrete Idea, Inc., submitted on Official Publication No. 8505, in the amount of $639,900, to provide all materials, labor, equipment, and incidentals for the construction of Americans with Disabilities Act (ADA) pedestrian ramps for the City of Minneapolis Public Works Department, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of Meyer Companies, dba Pete's Water & Sewer, submitted on Official Publication No. 8568, in the amount of $330,829.60, to provide all materials, labor, equipment, and incidentals for the construction of the Girard Ave S Sanitary Sewer Replacement Project for the City of Minneapolis Public Works, and authorizing a contract for the project, all in accordance with City specifications.

Authorizing an increase to Contract No. C-43187 with Ebert Inc. in the amount of $44,028.79,  for fence improvements, pavement improvements, and some minor miscellaneous items that were not included in the scope of the Under Freeway Impound Lot Project.

Authorizing an increase to Contract No. C-43587 with Northern Lines Contracting in the amount of $81,465 for house deconstruction and removal of previously unknown additional underground debris related to the East Side Storage & Maintenance Facility Demolition Project

Accepting the low bid of Morcon Construction Co. Inc., submitted on Official Publication No. 8548, in the amount of $1,470,000, to provide all materials, labor, equipment and incidentals necessary for the Minneapolis Convention Center Ductwork Replacement Project, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the sole bid of ReachMaster, Inc., submitted on Official Publication No. 8577 in the amount of $147,000, to furnish and deliver a High Reach Aerial Lift for the Minneapolis Convention Center to service high reach lighting fixtures, as well as safely accommodate production installations for events, all in accordance with City specifications.

Approving the settlement of the claim of Kristin Johnson by payment in the amount of $9,000 to Kristin Johnson, and $6,000 in attorneys' fees to Teske, Katz, Kitzer & Rochel, and authorizing the City Attorney’s Office to execute any documents necessary to effectuate the settlement.

Approving an amendment to the City's Comprehensive Plan to amend the Future Land Use Map for the properties located at 1000 N 3rd St and 1001 Washington Ave N to remove the Industrial Employment District and re-guide the sites from Industrial to Transitional Industrial land use in order to allow for residential development.

Reich gives notice of intent to introduce at the next regular meeting of the City Council the subject matter of an ordinance amending Title 18 of the Minneapolis Code of Ordinances relating to Traffic Code, adding a new Chapter 492 entitled "Low Power Vehicles" to regulate the operation and sharing of low power vehicles.
