Authorizing a contract with Audubon Neighborhood Association for an amount not to exceed $50,000 starting April 1, 2025, and ending November 30, 2025, in accordance with the terms herein or organization of 2025 Open Streets Minneapolis events.

Authorizing a contract with West Bank Business Association for an amount not to exceed $50,000 starting April 1, 2025, and ending November 30, 2025, in accordance with the terms herein or organization of 2025 Open Streets Minneapolis events.

Passage of Ordinance amending Title 2, Chapter 20 of the Minneapolis Code of Ordinances relating to Administration: Personnel, approving the salary schedule for the position, which has a salary range of $138,140 to $163,756, in accordance with the adopted compensation plan for appointed officials effective April 17, 2025.

Adopting findings that the proposed position of Assistant Director Labor Relations meets the criteria in Section 20.1010 of the Minneapolis Code of Ordinances, City Council to Establish Positions; and approving the establishment of the position in the unclassified service, evaluated at 573 total points, and allocated to grade 12.

Accepting funds from the Midwest Arts Conservation Center, in the amount of $13,827.08, for services related to emergency preparedness for the City’s Public Art Collection. 

Passage of Resolution appropriating funds to the Arts and Cultural Affairs Department.

Approving an application submitted by Hennepin County Facility Services to rezone (PLAN18695) the properties located at 715 S 9th St and 900, 908, 918, and 920 Centennial Place from the DT1 Downtown Center District to the DT2 Downtown Destination District, retaining the BFT20 Transit 20 Built Form Overlay District and the DP Downtown Parking Overlay District.

Passage of Ordinance amending Title 20, Chapter 530 of the Minneapolis Code of Ordinances relating to Zoning Code: Zoning Districts and Maps Generally.

Approving an application submitted by Hennepin County Facility Services to vacate (VAC1795) a portion of Centennial Place between 9th and 10th Streets S, subject to the retention of easements in favor of the City of Minneapolis.

Authorizing the release of each retained easement (for City Water, Sanitary Sewer, and TPS facilities) from the vacated portion of Centennial Place between 9th and 10th Streets S, upon completion of the relocation of each of the facilities.

Passage of Resolution vacating a portion of Centennial Place between 9th and 10th Streets S, Vacation File No. 1795.

Consenting to the assignment, assumption, and amendment of a Small and Medium Multifamily loan in the amount of $2,450,000 from LB Corcoran 5 LLC to Cielo Sin Limites (Sky Without Limits Cooperative), or an affiliated entity.

Authorizing the execution of agreements to effectuate Local Initiatives Support Corporation’s transfer of $2,450,000 promissory note to the City and the assignment and amendment transactions described in this report.

Accepting a grant from Northern Tier Shelter Initiative Scholarship, in the amount of $2,000, to Minneapolis Animal Care and Control to cover travel expenses to attend the Best Friends National Conference.

Passage of Resolution appropriating funds to the Regulatory Services Department.

Accepting a grant from Best Friends Animal Society, in the amount of $5,000, for spaying and neutering fees, to the Minneapolis Animal Care and Control in the Department of Regulatory Services.

Authorizing a contract with the City of St. Louis Park, in the amount of $64,800, for a three-year term, Mar. 2, 2025, through Mar. 2, 2028, for Regulatory Services to provide animal sheltering services for the City of St. Louis Park.

Passage of Resolution ordering the work to proceed and adopting special assessments, in the amount of $425,318, for the Nicollet Ave (Lake St to Cecil Newman Ln) and Cecil Newman Ln (Nicollet Ave to 1st Ave S) Street Construction Project No.10046 (PV182).

Passage of Resolution requesting the Board of Estimate and Taxation authorize the City's issuance and sale of assessment bonds, in the amount of $425,318, for the project.

Passage of Resolution ordering the abandonment and removal of areaways located in the public right-of-way in conflict with the project.

Adopting report receiving cost estimate of $2,418,061, directing the preparation of proposed special assessments against the list of benefited properties, and setting a public hearing for May 22, 2025, to consider the project assessments.

Passage of Resolution designating the location and improvements proposed to be made in the 2025 Concrete Streets Rehabilitation, Project No. 10077R (PV108).

Authorizing an amendment to an agreement with Mississippi Watershed Management Organization (MWMO) for construction of a regional stormwater treatment system on the Upper Harbor site to amend final design, allowable construction dates, and clarify expectations and responsibilities.

Authorizing an amendment to a Reciprocal Operating and Easement Agreement (REOA) with Mississippi Watershed Management Organization (MWMO), Minneapolis Park & Recreation Board (MPRB) and consented to by United Properties Development, LLC, and Port of Minneapolis, LLC for a district stormwater system on the Upper Harbor site to amend allowable construction dates and clarify requirements related to shared access to the Upper Harbor site.

Delegating authority to the City Engineer to approve future changes to the design and timing of construction of the Southern Regional Treatment System that do not materially change the obligations or risks to the City to be reflected through contract amendments in form approved by the City Attorney's Office.

Accepting a grant from the International Council for Local Environmental Initiatives (ICLEI) for $249,773, for geothermal planning in Environmental Justice communities.

Authorizing an agreement with the International Council for Local Environmental Initiatives (ICLEI), in the amount of $249,773, for geothermal planning in Environmental Justice communities.

Authorizing a contract with Great Plains Institute, in the amount of $203,272, to work with community partners to inform and develop geothermal projects in environmental justice communities.
