Passage of Resolution giving preliminary and final approval to and authorizing the issuance of up to $1,250,000 in 501 (c)(3) Bank Qualified Bank Direct tax-exempt revenue bonds for Emerge Community Development for capital equipment and various improvements to a facility located at 1179 15th Ave SE, and referring the matter to the Minneapolis Community Development Agency (MCDA) Board of Commissioners.

Authorizing increases to master contracts with seven eligible providers in a combined total amount of $5 million, not to exceed $20,750,000, for employment and training services as follows:

1. Contract C-40421 with Achieve Minneapolis, increasing by 500,000, for a new maximum total of $3,000,000

2. Contract C-40422 with American Indian OIC, increasing by $500,000, for a new maximum total of $2,250,000

3. Contract C-40656 with East Side Neighborhood Services, increasing by $750,000, for a new maximum total of $2,250,000

4. Contract C-40640 with EMERGE, increasing by $500,000, for a new maximum total of $4,750,000

5. Contract C-40476 with Jewish Family and Children’s Service of Minneapolis, increasing by $1,000,000, for a new maximum total of $2,500,000

6. Contract C-40803 with Lifetrack, increasing by $250,000, for a new maximum total of $1,500,000

7. Contract C-40413 with Project for Pride in Living, increasing by 1,500,000, for a new maximum total of $4,500,000

Confirming the following Mayoral appointment to fill an unexpired three-year term, beginning July 1, 2017 and ending June 30, 2020: Micah Spieler, Seat 9, Ward 9.

Authorizing contracts with Compri Consulting, Inc., Recruiters of Minnesota, True Source IT, LLC, and Valere Consulting & Recruiting, for a period of three years and an amount not-to-exceed a total of $200,000 per supplier contract, to establish a full-time employee recruitment services pool to assist with placement of hard-to-fill information technology (“IT”) positions.

Authorizing an increase to Contract C-38338 with Navex Global, Inc. in the amount of $25,000 for a new not-to-exeed total of $43,361, and extending the contract for five years through Jun 27, 2024, for the Minneapolis Emergency Communication Center (MECC) to provide the 911 department access to the subscription for Policy and Procedure Management (PPM) software.

Authorizing an increase to Contract No. C-37587 with Verint in the amount of $1,227,000, for a new not-to-exceed total of $3,277,000, and extending the contract for three years through Nov 30, 2024, with two one-year options to extend at the sole discretion of the City, for hosting and support of the 311 Lagan application that allows constituents to connect with the City of Minneapolis.

Directing the Information Technology Department to lead, and 311 to participate in, a cross-functional workgroup to address geographic information data quality and identify solutions that will increase data quality in an actionable way across the City enterprise, with a report back to the Enterprise Committee by November 2019.

Passage of Resolution approving the sale of the property at 2635 Colfax Ave N, (Disposition Parcel No. MH-146), to Wilson Molina for $55,000, subject to conditions. If Wilson Molina fails to close, approving the sale of the property to Ram Construction & Remodeling for $55,000, subject to conditions.

Considering a resolution approving the sale of the property at 1326 Emerson Ave N, (Disposition Parcel No. MH-147), to A.Vision LLC for $20,000, subject to conditions. If A.Vision LLC fails to close, approving the sale of the property to Joseph Jackson and Shannon Sanford for $20,000, subject to conditions.

Passage of Resolution approving the sale of the property at 2822 Emerson Ave N, (Disposition Parcel No. MH-148), to Kit Praviseth for $60,000, subject to conditions. If Kit Praviseth fails to close, approving the sale of the property to Tai Hon LLC for $60,000, subject to conditions.

Authorizing a grant agreement with American Indian Community Development Corporation (AICDC) or an affiliated entity in the amount of $50,000, for the acquisition of 1500 Elliot Ave.

Approving changes to the Home Ownership Works (HOW) program guidelines to more closely align the HOW program with the goals of similar City programs and the 2040 Comprehensive Plan.

Passage of Resolution approving Laws of Minnesota, 2019 First Special Legislative Session, authorizing the establishment of a tax increment financing (TIF) district for the Upper Harbor Terminal development.

Passage of Resolution recognizing June 20 as World Refugee Day, a day to honor the strength, courage and perseverance of refugees and other displaced persons who have made Minneapolis their home.

Authorizing contracts with Lake Street Council ($10,000), MN Peacebuilding Leadership Institute ($10,000), Banyan Community ($50,000), Juxtaposition Arts ($50,000), Art is My Weapon ($44,250), The Camden Promise ($50,000), and East Phillips Improvement Coalition ($25,000) for a not-to-exceed total amount of $239,250 for specifically designated strategies for citywide violence prevention outside of downtown. 

Authorizing an agreement with the City of Blaine Police Department for the Minneapolis Police Department to extend its services beyond its jurisdiction for the purpose of providing mutual aid during the 2019 3M Open to be held on Jun 28 - July 7, 2019. 

Authorizing an increase to Contract No. C-40520, with Axon Enterprise, Inc. in the amount of $5,300,000, for a new not-to-exceed total of $9,300,000, and extending the contract through Aug 31, 2024, for additional body-worn cameras, data storage, data management software, maintenance, CAD integration, Taser-7 tasers for patrol, pricing for new models/configurations/extended years, and other related service/purchases.

Passage of Ordinance amending Title 17, Chapter 434 of the Minneapolis Code of Ordinances relating to Streets and Sidewalks: West Broadway Improvement Special Service District, readopting the ordinance to renew the West Broadway Improvement Special Service District for an additional five-year period.

Approving application of Erin Lavelle for a large block event permit to allow Northern Spark to be held June 14-15, 2019, and to operate outside the hours permitted under Section 455.35(c)(1) of the Minneapolis Code of Ordinances.

Approving application of Sara Collins for a large block event permit to allow the Stone Arch Bridge Festival to be held June 15-16, 2019, and to operate outside the hours permitted under Section 455.35(c)(1) of the Minneapolis Code of Ordinances.

Approving application of Ben Geffen of the Walker Art Center for a large block event permit to allow Rock the Garden to be held June 29, 2019, and to operate outside the hours permitted under Section 455.35(c)(1) of the Minneapolis Code of Ordinances.

Authorizing an agreement with the Mississippi Watershed Management Organization and the Minneapolis Park and Recreation Board to cooperatively undertake the preparation of the final design of a storm sewer system and stormwater ponds at Columbia Golf Course and preparation of bid documents for the project.

Authorizing an increase to Contract No. C-44151 with CDM Smith, in the amount of $509,600 for a total amount not to exceed $2,007,100, for design and bidding services for a new 13.8kV substation for the Fridley Campus Industrial Electrical Rehabilitation Project.

Authorizing an increase to Contract No. C-44381 with AE2S Construction (EIM), in the amount of $57,235 for a total amount not to exceed $645,285, and an extension through Sept 27, 2019, for Change Order 1 to allow for additional services for the Pump Station 7 Outdoor Construction Project.

Authorizing an increase to Contract No. C-38648 with James Corner Field Operation (JCFO), in the amount of $19,000 for a total amount not to exceed $4,819,000, for additional services associated with the design of additional greening for the Nicollet Mall Reconstruction Project through Dec 31, 2019.

Authorizing an increase to Contract No. C-40865 with Meyer Contracting, Inc. in the amount of $1,200,000 for a total amount not to exceed $33,973,145.05, for change orders related to anticipated and unanticipated design modifications and scope changes for the Nicollet Mall Reconstruction Project with an end date of Dec 31, 2020.

Authorizing  a contract with Kimley Horn and Associates, Inc., in the amount of $989,700, for engineering and design services for the Grand Ave S Street Reconstruction Project.

Authorizing an access easement agreement with the Metropolitan Council, Hennepin County Regional Railroad Authority, and the Burlington Northern-Santa Fe (BNSF) Railroad for the METRO Green Line Extension (Southwest Light Rail).

Passage of Resolution amending Resolution 2010R-508 entitled “Reorganizing the Minneapolis Bicycle Advisory Committee” passed October 22, 2010,” as amended, to remove the public hearing requirement and update the membership structure of the Bicycle Advisory Committee (BAC).

Directing the Public Works Department to participate in a cross-functional workgroup to discuss issues with geographic information data quality between various databases and GIS systems used across the city and identify solutions to increase data quality in an actionable way within Public Works efforts, and report back to the Transportation & Public Works Committee by November 2019.

Authorizing the City to join the local government amicus brief in R.G. & G.R. Harris Funeral Homes Inc. v. EEOC & Aimee Stephens; Altitude Express Inc. v. Zarda; and Bostock v. Clayton County, in support of employee-plaintiffs defending coverage of LGBTQ people under Title VII of the Civil Rights Act in several cases pending before the United States Supreme Court, and authorizing the City Attorney's Office to take all steps necessary to join in support of this amicus brief.

Approving the settlement of the workers' compensation claim of Laura Pilon by payment of $90,000 to Ms. Pilon and her attorneys, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Approving the settlement of the lawsuit Matt Hastings v. City of Minneapolis by payment of $10,000 to Matt Hastings, and authorizing the City Attorney's Office to execute any documents necessary to effectuate the settlement.

Accepting the sole bid of Meisinger Construction Company, Inc., submitted on Event No. 190, in the amount of $387,000, to provide all materials, labor, equipment, and incidentals for the construction of the Minneapolis Convention Center Exhibitor Services and First Aid Remodel Project, and authorizing a contract for the project, all in accordance with City specifications and drawings.

Authorizing Amendment No. 9 to Contract No. 11608-3 with the Minnesota Department of Transportation, in the amount of $24,000 per year, and an extension of the lease of land under Highway I-94 bridges to the City through April 30, 2021.

Authorizing a fourth amendment to Contract No. C-26109A with 310 Partners, LLC, in an amount not to exceed $450,000, and an extension of the contract through Dec 31, 2020, with an option to extend the contract for an additional three-month period, for the lease of office space at the Flour Exchange Building.

Authorizing an increase to Contract No. C-41366 with Clever Design, in the amount of $80,000 for a new not-to-exceed total of $480,000, for additional meetings, engineering analysis, and design changes for the Impound Lot Improvement Project.

Authorizing Addendum No. 2 to Contract No. C-22662 with 331 2nd Ave S Novel Coworking, LLC, in the amount of $600 per month beginning April 1, 2019, with three percent annual increases, for communications cable equipment at the 330 2nd Ave S building. The City will have the right to terminate this contract when staff vacate the building.

Authorizing an increase to Contract No. C-44153 with Adolfson & Peterson Construction, in the amount of $135,152, for utility changes to accommodate PDR utility revisions, electrical, and lighting for the public art work and some additional smaller changes for the East Side Storage and Maintenance Facility Project.

Approving an increase to the salary schedules, including longevity, by 2.50% for all classified jobs in the Non-Represented group formally known as the Plumbers Bargaining Unit effective Feb 3, 2019, and authorizing step progression, subject to satisfactory or better performance.

Accepting the sole bid of Distinctive Cabinet Design, submitted on Event No. 5, in the amount of $1,182,000, to furnish and deliver casework and millwork – tax exempt material purchase for the Public Service Building Project (CC4.10), and authorizing a contract for the materials, all in accordance with City specifications and drawings.

Accepting the low bid of Acoustic Associates, Inc., submitted on Event No. 7,  in the base bid amount of $1,332,928, and Alternate No. 1 for an additional $253,570, for a total of $1,586,498, to provide all materials, labor, equipment, and incidentals necessary for the Public Service Building Project (CC4.07) flooring, and authorizing a contract for the project, all in accordance with City specifications.

Accepting the low bid of Acoustic Associates, Inc., submitted on Event No. 7, in the amount of $4,245,634, to provide all materials, labor, equipment and incidentals necessary for the Public Service Building Project (CC4.06) acoustic ceiling tile/fabric wall panel, and authorizing a contract for the project, all in accordance with City specifications.

Approving an application submitted by 4040 Washington, LLC for an interim use permit (PLAN8884) to allow for a towing service for the property located at 4050 1/2 Washington Ave N until Jun 13, 2021, subject to conditions. 

Approving an application submitted by Barbara Novy for an interim use permit (PLAN8961) to allow two portable classrooms in a temporary structure located at 4530 Lyndale Ave S until Jun 13, 2022, subject to conditions.

Pursuant to notice, motion by Palmisano, Fletcher, and Cunningham to introduce the subject matter of an ordinance amending Title 2 of the Minneapolis Code of Ordinances relating to Administration, for first reading and referral to the Public Health, Environment, Civil Rights & Engagement Committee, preventing wage theft, adding overtime and break requirements, and restricting City contracts from being awarded to entities with outstanding wage obligations:

1. Chapter 18 Purchasing.
2. Chapter 40 Workplace Regulations.

Pursuant to notice, motion by Fletcher, Palmisano, and Cunningham to introduce the subject matter of an ordinance amending Title 2, Chapter 40 of the Minneapolis Code of Ordinances relating to Administration: Workplace Regulations, for first reading and referral to the Public Health, Environment, Civil Rights & Engagement Committee, adding a new article establishing freelance worker protections.

Pursuant to notice, motion by Cano to introduce the subject matter of an ordinance amending Title 13, Chapter 281 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Tobacco Dealers, for first reading and referral to the Economic Development & Regulatory Services Committee, amending provisions related to the establishment of new tobacco products shops.

Pursuant to notice, motion by Gordon to introduce the subject matter of an ordinance amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, for first reading and referral to the Economic Development & Regulatory Services Committee, amending regulations governing the height of accessory structures:

1. Chapter 525 Administration and Enforcement.
2. Chapter 537 Accessory Uses and Structures.

Pursuant to notice, motion by Cunningham and Ellison to introduce the subject matter of an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, for first reading and referral to the Economic Development & Regulatory Services Committee, amending the rental dwelling license reinstatement requirements related to management plans to be approved by the Police Department.
