Public Hearing

1. 2 Neighborhoods 2020 Plan (2020-01060)

  1. Approving the Neighborhoods 2020 Program Guidelines and Funding Formula.

  2. Authorizing the extension of current Community Participation Program contracts, with the prorated amount of funding, until July 1, 2021, allowing for time to complete the Neighborhoods 2020 applications.

  3. Authorizing the provisional recognition of neighborhood organizations in the Neighborhoods 2020 Program for one year, or until their application has been submitted and approved.

  4. Authorizing the addition of clarifying language on benefits on recognition status of neighborhood organizations by the City of Minneapolis.

  5. Authorizing the continuation of the Neighborhoods 2020 Steering Committee to review programmatic and legislative adjustments to the Neighborhood Revitalization Program (NRP) for the purpose of achieving our equity goals and creating greater flexibility for neighborhoods, and reporting back to the Public Health and Safety Committee by July 1, 2021.

  1. 3 Grant from U.S. Department of Housing and Urban Development for corrective lead-based paint hazard activities (2020-01123)

    1. Accepting of a grant from the U.S. Department of Housing and Urban Development (HUD), in the amount of $1,628,571 per year for a three and one-half year period from Jan 1, 2021, to Jun 30, 2024, totaling $5,700,000, to correct lead-based paint hazards and other housing-based health hazards in Minneapolis residential units for income qualified properties.

    2. Authorizing an agreement with the U.S. Department of Housing and Urban Development for the grant.

    3. Passage of Resolution approving appropriation of funds to the Health Department.

  2. 4 Grant from the Minnesota Department of Human Services/Economic Assistance & Employment Support Division for COVID-19 homeless assistance (2020-01112)

    1. Accepting a grant from the Minnesota Department of Human Services/Economic Assistance & Employment Support Division, in the amount of $157,113, to assist sheltered and unsheltered homeless persons in obtaining essential services related to COVID-19 prevention and mitigation, for the duration of October 1, 2020 through September 30, 2022.

    2. Authorizing an agreement with the Minnesota Department of Human Services for the grant.

    3. Passage of a Resolution approving the appropriation of funds to the Health Department.

  3. 5 Minnesota COVID Food Fund grant for food distribution services during the COVID-19 Pandemic (2020-01088)

    1. Accepting a grant from the Minnesota Department of Human Services, Office of Economic Opportunity, in the amount of $88,017, to support emergency food distribution services during the COVID-19 pandemic. 

    2. Authorizing an agreement with the State of Minnesota for the grant. 

    3. Passage of Resolution approving appropriation of funds to the Health Department.

  4. 6 Grant from Minnesota Department of Health for Statewide Health Improvement Partnership (SHIP) (2020-01122)

    1. Accepting a grant from the Minnesota Department of Health, in the amount of $769,838, for work under the Statewide Health Improvement Partnership (SHIP) for the period Nov 1, 2020, to Oct 31, 2021.

    2. Authorizing an agreement with the State of Minnesota for the grant.

    3. Passage of Resolution approving appropriation of funds to the Health Department.

  5. 7 Gift acceptance from Kidde Fire Safety Products of life safety equipment to the Minneapolis Fire Department (2020-01089)

    Passage of Resolution accepting the donation from Kidde Fire Safety Products of smoke alarms to the Minneapolis Fire Department to distribute to City of Minneapolis residents.

  6. 8 Appointment of Fire Chief (2020-01101)

    Setting a public hearing for Nov 19, 2020, to consider the appointment by the Executive Committee of Bryan Tyner to the appointed position of Fire Chief for a two-year term beginning Jan 2, 2020.

  7. 9 Police Conduct Oversight Commission appointments (2020-01134)

    1. Approving the Council appointment of Cynthia Jackson, Seat 1, Ward 5, for a two-year term, beginning Jan 1, 2019, and ending Dec 31, 2020.

    2. Approving the Council appointment of Cynthia Jackson, Seat 1, Ward 5, for a two-year term, beginning Jan 1, 2021, and ending Dec 31, 2022.

    3. Approving the Council appointment of Jordan Sparks, Seat 8, Ward 4, for a two-year term, beginning Jan 1, 2019, and ending Dec 31, 2020.

    4. Approving the Council appointment of Jordan Sparks, Seat 8, Ward 4, for a two-year term, beginning Jan 1, 2021, and ending Dec 31, 2022.

    5. Approving the Council appointment of Lynnaia Jacobsen, Seat 4, Ward 5, for a two-year term, beginning Jan 1, 2020, and ending Dec 31, 2021.

    6. Confirming  the Mayoral appointment of Malyasia Abdi, Seat 7, Ward 10, for a two-year term, beginning Jan 1, 2020, and ending Dec 31, 2021.

Discussion

  1. 10 911/Minneapolis Police Department (MPD) Workgroup update (2020-00706)

    Receiving and filing an update on the 911/MPD Workgroup's Alternatives to Police Response final recommendations for pilot in 2021, an update on the implementation plan to transition Theft Report-Only calls from MPD to 311, and an update on the ability of each department to contribute to public safety strategies where the department's area of expertise intersects with current public safety responses.
