Background Analysis
***Pending full implementation of the recently passed government structure charter amendment, and any resulting changes to the City’s process for authorizing the following staff activities, this RCA is being submitted to Council under the City’s prior authorization process.***
Due to failed attempts to attract qualified candidates to two open classification/compensation positions, the HR Total Rewards division requested a sole-source contract with Gallagher (COM5587) for assistance with classification studies and market pricing of jobs. The assistance requested is as follows:
- Interviewing managers and employees via web conferencing to get a better understanding of the job information outlined in the job analysis questionnaire/report form.
- Assigning points to jobs based on the City’s Cresap point factor system
- Writing up classification reports outlining the rational for assigned points using the City’s job analysis questionnaire/report form
- Responding to managers’ and/or employees’ questions about study outcomes via web conferencing and/or e-mail
- Responding to managers and/or employees who do not agree with study outcomes via web conferencing and/or e-mail
- Responding to requests to review proposed job modifications for possible changes to points via web conferencing and/or e-mail
- Creating job descriptions for evaluated jobs using the City’s job specification template
- Market pricing jobs using reputable survey sources or by conducting custom surveys
Following detailed negotiations between the City and Gallagher and Gallagher’s agreement to the majority of the City’s terms and conditions, City staff recommends materially deviating from those terms and agreeing to a liability cap in order to procure these services.
