Background Analysis

As part of Hennepin County’s Pandemic Response Housing Recovery work, the Hennepin County Housing and Redevelopment Authority (HCHRA) issued several Request for Proposals in 2022 to support the development and preservation of affordable housing. During the Fall 2022 RFP round, seven Minneapolis affordable housing projects received awards totaling approximately $6.7 million in housing investment. The HCHRA’s funding process requires that the City Council adopt a resolution approving the projects prior to executing funding agreements.

On November 8, 2022, the HCHRA approved financial assistance to housing projects in four categories –2022 Accelerator Round 3, 2022 NOAH Round 3, 2022 Affordable Housing Incentive Fund (AHIF), and the 2022 Fall Supportive Housing Fund. The following table outlines the Minneapolis projects receiving awards in each category.

Since Hennepin County administers these funds without City assistance, there is no appropriation associated with approving these projects. The attached resolution declares there is a need for and approves the HCHRA exercising its powers in the city for the limited purpose of providing financial assistance from the HCHRA for projects in the city.
