Background Analysis
The amended Strategic Real Estate plan recommends a new Consolidated Office Building be designed and built on the 501 4th Avenue South parcel. City Council directed staff to proceed with issuing Requests for Proposals for the hiring of professional services for the Architect and Engineer (of Record) and the Construction Manager (as an Advisor) for the project.
Architect and Engineer of Record
A Request for Proposals for the Architect and Engineer of Record was initiated by an initial Request for Qualifications that was issued on March 3, 2017 with fourteen (14) firms submitting qualifications with thirteen (13) firms meeting requirements. Qualified firms were then were issued the formal Request for Proposals on May 13, 2017. On June 12, 2017, nine (9) proposals were received and forwarded to an Evaluation Panel that included representatives from the City Coordinator’s Office, the Health Department, Finance and Property Services, Community Planning and Economic Development, Regulatory Services, the Mayor’s Office and the City Council. The Evaluation Panel interviewed four (4) consultant teams and recommended two (2) teams for final consideration.
The Evaluation Panel recommends that Meyer, Scherer & Rockcastle, Ltd. (MSR Design), located in Minneapolis, Minnesota be awarded a multi-year contract for professional Architectural and Engineering (of Record) services in an amount not-to-exceed $6,200,000. MSR Design has partnered with the New York office of Henning Larson to provide a portion of the Architectural Design services and with BuroHappold to provide professional Engineering Services for the project.
Construction Manager as an Agent
A Request for Proposals was issued on June 12, 2017. On July 12, 2017, four (4) proposals were received and forwarded to an Evaluation Panel that included representatives from the Convention Center, Public Works, Finance and Property Services, Community Planning and Economic Development, the Mayor’s Office and the City Council. The Evaluation Panel interviewed three (3) consultant teams for final consideration.
The Evaluation Panel recommends that M.A. Mortenson Company located in Minneapolis, Minnesota be awarded a multi-year contract for professional Construction Management (as an Advisor) services in an amount not-to-exceed $4,700,000.
The vast majority of the costs of the services (of the two contracts) will be incurred in years 2018 through 2020 when construction commences and will be paid at that time with bond proceeds. The costs will be encumbered in a new capital projects fund. Any costs incurred to date for the project and for the remainder of 2017 will be repaid with interest to the new Capital project fund 04180 from bond proceeds or other cash funding contained in the 2017 or 2018 adopted budgets.
