Background Analysis

Edina Art Fair is a three-day outdoor art festival with art, entertainment, food trucks, and craft beer. Several City departments have been working with the 50th and France Business Association for the Edina Art Fair to take place June 2-4, 2023. Street closure requests include:

  • France Ave S between 49th St W and 51st St W
  • 50th St W between France Ave S and Chowen Ave S

The attached map shows these street closures. Setup efforts will result in roadway closures from:

  • Thursday, June 1 starting at 6 p.m. and reopening on Sunday, June 4 at 9 p.m. 

Numerous stakeholders have been involved with planning and review of the Edina Art Fair. Minneapolis Police, Regulatory Services, and Public Works have been involved in various event parameters. The City of Minneapolis Block Event Special Event (BESE) Committee that reviews all events citywide recommends approval of the event permit.

Based on these extensive efforts, City staff recommends approval of this event in accordance with the Ordinance Title 17, Chapter 455. Also, it is recommended to approve the setup times of the Edina Art Fair that are outside of the times allowed by ordinance as these specified times require council approval.

This event is subject to all other ordinance requirements including, but not limited to:

  • Conducting outreach and notification to impacted properties
  • Obtaining additional insurance coverage as requested
  • Obtaining additional permits as needed for food, beverage, amplified sound, etc.
  • Installing the required barricades, signage and other materials for lane closures
  • Hiring the required number of law enforcement officers for traffic control
  • Proper clean up after the event.

A permit may be revoked in the event of an emergency constituting an imminent threat to life or property or for any violation of the block event provisions.
