Approving the application for a large block event permit submitted by Deliberate Reach Media, Inc. to allow the Taste of Minnesota to be held July 2-3, 2023, on Nicollet Mall between Washington Ave and 5th St S; on Marquette Ave between Washington Ave and 4th St S; on 4th St S between Hennepin Ave and Marquette Ave; and on 3rd St S between 2nd St S and Hennepin Ave; and to operate outside the hours permitted under Minneapolis Code of Ordinances, Section 455.35(c)(1).

Previous Actions

March 10, 2006—Passage of Ordinance amending Title 17, Chapter 455 Code relating to Streets and Sidewalks: Block Events, establishing a new “large block event” category, extending the hours allowed for block events, and clarifying amplified sound permit requirements for residential block events.

Background Analysis

Taste of Minnesota Block Event is a free but ticketed outdoor event with live music, an art market, food trucks and much more.  The event will take place on the street bounded by Hennepin Avenue, Washington Avenue, South 2nd Avenue, and South 5th Street. Several City departments have been working on the logistics and permitting so this event can take place between noon and 8pm on July 2nd and July 3rd, 2023.

Street closure requests include:

  • 3rd Street South between Hennepin Avenue and 2nd Street South
  • 4th Street South between Hennepin Avenue and Marquette Avenue South
  • Nicollet Mall between Washington Avenue South and 5th Street South 
  • Marquette Avenue South between 4th Street South Washington Avenue South   

The attached map shows these street closures. Setup efforts will result in roadway closures from:

  • Saturday, July 1st starting at 8 a.m. and reopening by Tuesday July 4th at 2pm. 

Numerous stakeholders have been involved with planning and review of Taste of Minnesota event. Minneapolis Police, Regulatory Services, and Public Works, have been involved in various event parameters. The City of Minneapolis Block Event Special Event (BESE) Committee that reviews all events citywide recommends approval of the event permit.

Based on these extensive efforts, City staff recommends approval of this event in accordance with the Ordinance Title 17, Chapter 455.

This event is subject to all other ordinance requirements including, but not limited to:

  • Conducting outreach and notification to impacted properties
  • Obtaining additional insurance coverage as requested
  • Obtaining additional permits as needed for food, beverage, amplified sound, etc.
  • Installing the required barricades, signage and other materials for lane closures
  • Hiring the required number of law enforcement officers for traffic control
  • Proper clean up after the event.
