Background Analysis
The City released a Request for Proposal on June 5, 2023 seeking qualified suppliers to provide the services described in the RFP. Six (6) responses were received on 06/30/2023. After a thorough evaluation process, Zencity Technologies US Inc. was selected. The term of the contract will be for three (3) years, October 7, 2023 through October 6, 2026.
The Community Perception Survey will provide an objective and unbiased evaluation of the overall perception of the police within the Minneapolis Community. Survey questions have been developed from research conducted on procedural justice indicators (e.g., Jackson & Bradford, 2019; Morrell et al., 2019). All survey questions have been reviewed by methodologists and substantive experts in policing to ensure that response bias is minimized and that the survey questions are valid. Order effects (Schuman & Presser, 1996) are minimized in the instrument. This survey will ensure that the data collected is reliable and free from any bias. The community perception survey will collect survey data online on an ongoing basis, providing scores on a monthly basis and responses to open-ended questions. The data will be collected utilizing a block wise tool that will allow deployable and data analysis. Through scientific representative digital surveys, the MPD will be able to receive actionable insight directly from Minneapolis residents that will facilitate a better understanding of public perception utilizing citywide data that will allow staff to better test what strategies are working, and which ones are not.
