Background Analysis
Staff is requesting a one-year extension to contract C-44280 with the University of Minnesota for research, consulting, and technical assistance services. The contract covers services including but not limited to academic or community-based research, program evaluation, best practice studies, strategic planning or data analysis, and survey research. This master agreement is intended to streamline the ability of City departments to engage units of the University for research, consulting, and technical assistance by setting up an overall legal framework that covers general terms and conditions, thereby allowing individual projects to be developed with short Work Order forms, that are administratively easier and quicker to process.
This arrangement closely follows a long-standing agreement between the University and Hennepin County. The contract has a five-year term with a not-to-exceed amount of $3 million. There is $2 million remaining of unspent allocations in this contract. No new appropriation is being sought because the arrangement assumes that City departments will continue to use existing appropriations to support their individual consulting needs.
