Previous Actions

September 11, 2015 (2015-01049) – Authorized appropriate City officials to amend the Residential Recycling Grant Agreement  with Hennepin County for the SCORE  to extend the contract expiration date to December 31, 2016 and incorporate state requirements to provide additional SCORE (Select Committee on Recycling and the Environment) funds for organics recycling.

August 3, 2012 – Authorized the proper City officers to execute a Residential Recycling Grant Agreement with Hennepin County for the term January 1, 2012 through December 31, 2015 for annual SCORE funds used to assist in the operation of the City of Minneapolis Recycling Program.

Background Analysis

The City of Minneapolis (City) receives an annual grant award of Select Committee on Recycling and the Environment (SCORE) funds from Hennepin County (County) through the Residential Recycling Grant Agreement. SCORE funds are used to assist in the operation of the City’s recycling and organics recycling program. SCORE funding awards are based on revenue received by the State of Minnesota from sales tax on garbage collection and disposal fees. The City’s total grant award for 2016 was $965,052. 

On November 29, 2016 Hennepin County Commissioners approved the 2017-2020 Recycling Refund Policy. The Recycling Refund Policy sets SCORE fund distribution guidelines and qualifying expenses for municipal recycling and organic recycling. The 2017-2020 policy encourages the diversion of organics from the waste stream by shifting a percentage of funds from recycling programs to organics recycling programs. 

An application for SCORE recycling funds will be submitted to the County by February 15, 2017 and each year of the Agreement. The application consists of an annual recycling report and a planning document describing the programs and activities the City will implement to increase recycling and make progress toward County goals.  

City recycling grant funding is calculated by dividing the number of households in the City with curbside recycling by the total number of households with curbside recycling in the County.

An application for SCORE organics recycling funds will be submitted to the County in September each year of the Agreement. The number of households signed up for the organics recycling program and how the organics recycling funds will be spent are included in the application each year. 

City organics recycling grant funding is calculated by dividing the number of households with curbside organics in the City by the total number of households with curbside organics in the County.
