Background Analysis

The Hennepin County Youth Activities Grants is an annual grant program focused on increasing youth access to activities by providing grant opportunities for local government units within Hennepin County.  Grants are awarded in three categories: Water Safety, Sports, and Arts and Music.  Arts and Music grants are awarded to local government units to fund art and music education and programming.  

The Arts & Cultural Affairs Department partnered with five organizations in submitting successful applications for 2024 Youth Activities: Art & Music Grants: 

Chicago Avenue Fire Arts Center 

Chicago Avenue Fire Arts Center (CAFAC) is a South Minneapolis-based arts organization that has made its home at 38th & Chicago since 2010. CAFAC is focused on art forms produced by heat, spark, or flame, which includes blacksmithing, glass, jewelry, metal casting, neon, welding, and more. Its summer youth camps are hands-on and project-based, focused on blacksmithing, welding, metal casting, glass, and jewelry. Camps are 20 hours long, running Monday – Thursday, with curricula tailored to younger learners (youth ages 9 to 12, and 13 to 18). Funding from this grant will support a scholarship fund for approximately 18 young people to participate in summer youth camps.  

Hopewell Music Cooperative-North 

With a mission of improving access to music education in North Minneapolis through affordable, inclusive, and engaging music programs, Hopewell Music Cooperative-North was established in 2012 by Northside artists and educators concerned by the lack of music education and performance opportunities in our community. Funding from this grant will be leveraged with outside support to provide comprehensive year-round lesson instruction, youth summer music camps, and a series of public performances on the Northside, serving up to 125 youth between the ages of 1-24. 

Minneapolis American Indian Center 

Founded in 1975, the Minneapolis American Indian Center provides educational and social services to more than 10,000 members of the Minneapolis American Indian community every year, preserving and supporting Native cultural traditions through art, youth, and intergenerational programs. Funding from this grant will be used to form and support a Native youth drum group, recruiting and training 10-15 youths ages 12 to 18 in Minneapolis to learn the songs, the history, and the teachings around the drum. 

Plymouth Christian Youth Center 

Plymouth Christian Youth Center (PCYC) is a North Minneapolis based nonprofit focused on education, art, equity, and justice for the children, youth, and families of North Minneapolis and beyond. PCYC operates the PYC Arts & Technology High School, a contract alternative school in North Minneapolis. Funding from this grant will be used by PCYC to implement three, 9-week (1 quarter) pottery classes at PYC Arts & Technology High School, serving cohorts 10 students per class (grades 9-12). 

Project SUCCESS  

Founded in 1994, Project Success has grown to serve more than 15,000 Minneapolis students annually in all Minneapolis public middle and high schools, connecting students to their purpose through experiential learning. Funding from this grant will contribute to covering transportation, client services/childcare, and staff development costs associated with Project Success’s Theater Experiences program, which provides students with access to professional theater and arts performances through class field trips and family tickets and produces full-scale musicals with Minneapolis middle school students. 

Staff is requesting City Council acceptance of the Hennepin County Youth Activities: Art & Music Grant in a total amount of $74,446 and appropriation of the funds to the Arts and Cultural Affairs Department. 

Staff further requests authorization to contract with Hennepin County and with the above-named organizations for implementation of the grant. 

Further, staff is requesting City Council approve the correction of an error in the appropriation Resolution for the 2023 Youth Activities: Sports Registration Fee Grant which increased the revenue estimate to the Community Planning and Economic Development Department instead of the Arts & Cultural Affairs Department.
