Background Analysis

The City Planning Commission took the following action at their August 12, 2024, meeting:

1027 Essex St SE, Ward 2
City Staff: Hilary Dvorak, PLAN 18132, VAC 1766

The Department of Community Planning and Economic Development (CPED) recommends that the City Planning Commission and City Council adopt staff findings for the applications by UMFREA for a portion of the property located at 1027 Essex St SE:

A. Public Land Conveyance.

Recommended motion: The City Planning Commission finds that the conveyance of a portion of the property located at 1027 Essex St SE is consistent with Minneapolis 2040.

B. Comprehensive Plan Amendment.

Recommended motion: The City Planning Commission recommends that the City Council approve the comprehensive plan amendment to amend the future land use guidance in the comprehensive plan from Transportation to Community Mixed Use and to amend the built form guidance in the comprehensive plan from Transportation to Transit 30 for a portion of the property located at 1027 Essex St SE.

C. Vacation (Vac1766).

Recommended motion: The City Planning Commission recommends that the City Council approve the vacation of a portion of Huron Boulevard Southeast, south of University Avenue Southeast, subject to the retention of a storm sewer easement in favor of the City of Minneapolis, and an easement in favor of Xcel Energy.
