Background Analysis

As a city with a population of greater than 5,000 residents, Minneapolis is allowed to designate up 20% of its own local street system to the Municipal State Aid (MSA) street system per guidelines and eligibility requirements established by state aid standards. By designating local streets to the MSA system, the City is able to collect funding from MnDOT for maintenance and construction on designated local streets. Currently, Minneapolis’s total allotted MSA mileage is approximately 206 miles. Public Works is recommending additions and removals to the MSA street system and requests that the Commissioner of Transportation approve changes to the MSA system of the City of Minneapolis.

Public Works’ recommendations build upon the MSA system assessment that was conducted in 2016, which evaluated the City’s changing land uses, evolving traffic patterns, recent construction projects, revised state-aid funding formulas, and other modifications to the transportation system. This evaluation resulted in a series of short-, mid-, and long-term recommendations for changes to the MSA system. The proposed changes to the MSA system are consistent with the City’s Comprehensive Plan, Minneapolis 2040, Minneapolis Street Design Guide and the Transportation Action Plan’s Design action 6.2, which states: Evaluate potential changes the City may request to the Municipal State Aid Routes to better align with the updated street typologies. The changes will allow the City to move towards its transportation goals while maximizing outside funding sources with a connected network of transportation options and a well-maintained system.

Public Works is proposing the addition of 1.49 miles and removal of 1.14 miles to the MSA system of the City of Minneapolis.

System Changes

Below is a list of proposed system additions and removals. The proposed revisions prioritize streets that carry a relatively heavier traffic volume, are aligned with the functional classification of streets, connect to points of major traffic interest, and provide an integrated street system.

Additions:
