Background Analysis

The Minneapolis Health Department (MHD) as a Local Public Health Department is required under Minnesota Statutes 145A, Subd. 15, to have a Medical Consultant. According to state statute, the term “medical consultant” means, a physician licensed to practice medicine in Minnesota who is working under a written agreement with, employed by, or on contract with a community health board to provide advice and information, to authorize medical procedures through protocols, and to assist a community health board and its staff in coordinating their activities with local medical practitioners and health care institutions. To fulfill this requirement, the City of Minneapolis released a Request for Proposals (RFP) on February 24, 2025, on behalf of the Health Department. After considering the received responses, the Health Department selected First Person Responder (“Contractor”) as the organization to enter into a contractual agreement with to fulfill the role of Medical Consultant for the Minneapolis Health Department (“City”).
