Background Analysis
The Health Department is also asking the City Council to accept $297,087 in public health emergency preparedness funds from the Minnesota Department of Health for 2025-2026.
The PHEP program is administered through the Centers for Disease Control & Prevention and funds state and local public health emergency preparedness activities. Funds are distributed from the federal government in 5-year grant cycles. Each budget period follows a fiscal year (July 1 - June 30). In Minnesota, the awardee is the Minnesota Department of Health, who then provides subawards to Community Health Boards and tribes.
