Background Analysis

On June 30, 2025 a Request for Proposal (RFP) was issued under Event #00003684 to solicit responses to provide New Elected Official Orientation Program, Strategic Advance and Planning Sessions, and leadership development/executive coaching for the Mayor, City Council and Cabinet. Fifteen (15) proposal responses were received on July 25, 2025. A thorough review of all proposals was done by the Office of the City Clerk in partnership with the Administration’s Cabinet. Three (3) vendors were selected for interviews and Darcy Luoma Coaching and Consulting, LLC was the selected vendor.

The contract with Darcy Luoma Coaching & Consulting, LLC will be for a term of three (3) years starting October 1, 2025, through September 30, 2028, with an option to extend for an additional two (2) years for a total amount not to exceed $1,386,000.
