Background Analysis
The Minneapolis Health Department (MHD) requests City Council authorize acceptance of the Statewide Health Improvement Partnership (SHIP) grant from the Minnesota Department of Health (MDH) in the amount of $754,253 for the budget period of November 1, 2025, to October 31, 2026. This is the first year of a five-year grant agreement. As indicated in Minnesota Statute, Section 145.986, SHIP’s purpose is to:
(1) address the leading preventable causes of illness and death such as tobacco use or exposure, poor diet, and lack of regular physical activity, and other issues as determined by the State Health Commissioner through the statewide health assessment;
(2) promote the development, availability, and use of evidence-based, community level, comprehensive strategies to create healthy communities; and
(3) measure the impact of the evidence-based, community health improvement practices which over time work to contain health care costs and reduce chronic diseases.
To meet these grant guidelines, the Minneapolis Health Department (MHD) will implement projects that (1) expand access to nourishing, affordable, culturally relevant foods, (2) increase safe, accessible opportunities for physical activity, (3) create environments that support non-use of commercial tobacco products, and (4) create positive, mentally healthy environments.
MHD considers multiple factors when identifying contracted partners to implement SHIP grant funded projects. These include organizational capacity to implement the required grant activities within the grant time period; demonstrated collaboration with Minneapolis residents and communities experiencing chronic disease health disparities; and as applicable, successful partnership with MHD in previous grant funded projects. The Minnesota Department of Health approves MHD’s SHIP grant budget and workplan every six months. The Minnesota Department of Health also reviews and approves contracts with organizations over $5,000, as well as all consultant or contracts with individuals in any amount.
MHD and its contracted partners will use SHIP funding to support community-based interventions that improve nutrition, encourage physical activity, reduce commercial tobacco use, and promote community wellbeing. Two organizations MHD plans to contract with to implement SHIP grant funded activities have Master Contracts with MHD, Minneapolis Public Schools and Wellshare International.
