Background Analysis

The Minneapolis Health Department (MHD) requests City Council authorize acceptance of the Cannabis and Substance Use Prevention (CSUP) grant from the Minnesota Department of Health (MDH) in the amount of $213,270 for the budget period of November 1, 2025, to October 31, 2026. This is the second year of a five-year grant agreement.  

The purpose of this funding is to support the implementation of Cannabis and Substance Use Prevention Grant responsibilities by community health boards (grantees). The Cannabis and Substance Use Prevention Grant Program uses cannabis dollars to provide funding and guidance to local public health and tribal public health on best practices for substance use prevention. The main focus of related projects and programs must be on primary prevention of substance use/misuse. 

MHD plans to contract with the Association for Nonsmokers-Minnesota to implement CSUP grant funded activities.
