Background Analysis
On June 4, 2025, an Request for Proposal (RFP) (Event #0000003685) was issued to solicit proposals for real-time video captioning services. The Office of the City Clerk received seven (7) proposals and selected two vendors: a primary and a secondary. The secondary vendor would serve as a backup to ensure uninterrupted captioning services if the primary vendor is unavailable.
The Office of the City Clerk, in collaboration with the Communications Department, conducted a thorough review of all submissions. Three vendors were interviewed, and two were selected.
National Captioning Institute Inc. (NCI) will serve as the secondary vendor. The three (3) year award is for $450,000 and the contract will be from 10/1/25 - 9/30/28 for real time video captioning services. Access Resource LLC was chosen as the primary vendor.
