Background Analysis

NorthPoint Health and Wellness Center, Inc. (NorthPoint) is the fiscal agent for the Tenant Resource Center (TRC). Launched in January 2020, TRC assists Hennepin County residents who are at risk of eviction or homelessness through a collaborative partnership between community, nonprofits, and government agencies. The goal of the TRC is to help people maintain stability in their housing and avoid the “service run around” that sometimes comes with the need to access multiple community resources to ensure stability in housing.  TRC’s goals align with the City’s Core Housing values and key housing strategies as outlined in the 2022-2024 Way Home progress report. More specifically TRC helps individuals and families address barriers to stable housing and assist those at risk of displacement. The City previously entered into a five-year contract with NorthPoint for the TRC, which expired at the end of December 2025.

Staff recommend approval of a new contract with NorthPoint for the TRC for a term of one (1) year, with the option to extend the contract for 3 additional one-year periods, subject to performance and annual appropriation of funding by the City Council. This term will align expiration of the new contract with expiration of the City’s existing agreement with HOME Line to provide legal services for renters.
