Background Analysis

Pursuant to Minnesota Statutes, Section 162.17, Subdivision 1, Hennepin County and the City of Minneapolis have historically entered into an agreement relating to the routine maintenance of roadways, bridges, street signs, pavement markings, and traffic signals located within the corporate limits of the city of Minneapolis.

The agreement covers the following:

  • Maintain the City of Minneapolis downtown core area portion of the County State Aid roadway system. The activities particular to this area include: snow and ice control, street maintenance activities, street sweeping, rubbish removal, and maintaining grassed areas (approximately 30 lane miles).
  • Maintain the City of Minneapolis outlying portion of the County State Aid roadway system. The activities particular to this area include: street sweeping, rubbish removal, and maintaining grassed areas (approximately 345 lane miles).
  • Maintain the entire City of Minneapolis outlying portion of the Country State Aid bridge system. The activities particular to this area include: surface flushing, street sweeping, snow and ice control and snow removal on bridge sidewalks, rubbish removal, and bridge roadway and waterway navigation lights (51 bridges).
  • Maintain the entire City of Minneapolis portion of the County State Aid traffic signal system. The activities particular to this system include: maintenance of poles, heads, loops, cabinets, controllers, and any associated crash/vandalism damage (approximately 333 signals).
  • Act as the permitting authority for County State Aid roads in the City of Minneapolis and maintain traffic signs and markings except for arrows, symbols and messages. A change for this agreement results in the City providing a linear lane line striping, which the county did in past years. The County is reimbursing the City for this additional work.
  • Delegate to the City's Director of Public Works the authority to make written agreements with the County's Director of Transportation for extraordinary maintenance, betterment and construction or reconstruction and allocating the costs thereof (without coming back to the City Council) if the amount is under $50,000.
  • Defend, indemnify and hold harmless the County in regard to any of the City's work on County roads covered by the Agreement.

This existing agreement provides reimbursement to the City for the costs of providing the above described services generally utilizing the "three-year moving average method." Historically, this method has reasonably estimated and reimbursed the City's proportional cost of the services which are provided by the City. The current 2015-2018 three-year agreement PW19-20-15 (C-40670) expires on December 31, 2018.

Amendment No. 1

Staff from both agencies desire to discuss the work and services included in the agreement. Additional time is needed to effectively have comprehensive discussions. Staff from both agencies recommend Amendment No. 1 that adds calendar year 2019 and creates a fourth year to the agreement. This proposed amendment extends the contract period to December 31, 2019.
