Background Analysis

As part of the City-wide sanitary sewer televising effort, Public Works identified the need to replace the sanitary main in multiple locations within the Hoyer Heights subdivision of the Waite Park neighborhood. The existing sanitary mains are characterized by structural failures in select locations and require increased maintenance to ensure proper operation for residents. In consideration of the sanitary project Public Works also evaluated the pavement condition and other utility needs including flood mitigation. Ultimately Public Works decided to leverage the opportunity to address multiple utility and right of way needs by phasing the sanitary sewer work with roadway and stormwater work including the installation of water quality treatment practices and mitigation of flooding. The scope of the sanitary work is such that it will take the majority of 2019 to complete the necessary sewer reconstruction. The roadway and stormwater work will take place following completion of the sanitary project phase.

In order to replace the sanitary main and services, Public Works requires temporary easements and Right of Entry (ROE) agreements where work for the new sanitary main will be on property not owned by the City of Minneapolis. Temporary easements need to be acquired with several residents as the existing sanitary main being abandoned is in the residents' backyard. Right of Entry agreements are being established with property owners where services are being reconnected within the home. This project is divided into three stages in order to minimize disruption to local traffic, the 23 following land valuations below are homes within stage 1 and stage 2 of work; the remaining homes, within stage 3, compensation amount are currently being negotiated.

Land valuations and negotiations were conducted by a City consultant with all locations. The 23 easement agreements range in value from $1,000 to $15,250 for a grand total of $130,400. All easement and agreement costs were informed by an appraisal and will be paid for through project funds. The funding for the project will be 2017R-492 (07100-9010932-CSA1801) Sanitary Tunnel and Sewer Rehab Program.
