Background Analysis

On November 4, 2016, the City Council authorized the acquisition of eight residential parcels for the East Side Storage and Maintenance Facility Project (“East Side Facility”).  Staff obtained independent appraisals and shared those reports with the respective owners.   Settlements on four of those properties were approved last month.  Owners of two more parcels have now signed Purchase Agreements with the City, with all settlements being at or very close to the City’s appraisals. 

  1. Christopher Doi, the non-occupant owner of 2615 University Ave NE -  $205,000.  The City will pay relocation benefits to tenants separately.
  2. David Parupsky, the non-occupant owner of 2621 University Ave NE -  $210,000.  The City will pay relocation benefits to tenants separately.

Tenants will receive relocation assistance through the City’s Relocation Consultant, Wilson Development Services.  (Non-occupant owners are not entitled to relocation benefits.)  The total purchase price for these two properties is $415,000.00 plus closing costs and payable from the existing capital funding 07700-9010964-CPSD17SW2016.

 On December 5, 2016, the Planning Commission found that the proposed acquisitions are inconsistent with the City’s Comprehensive Plan.  That’s because these parcels have residential zoning but are intended to be combined with industrially-zoned land to create the East Side Facility site.  However, staff will submit applications for rezoning and a Comprehensive Plan Amendment to fix that discrepancy later this year.

FISCAL NOTE

  • No fiscal impact anticipated
