Background Analysis

In March 2019 the City of Minneapolis created the Upper Harbor Terminal Collaborative Committee (UHT CPC) to assist the City and the development team with the creation of the Coordinated Plan for the redevelopment of the City-owned Upper Harbor Terminal site. The UHT CPC will also assist in the outreach and engagement efforts leading up to and during the creation of the Coordinated Plan. The Coordinated Plan documents the phasing and implementation plan for redevelopment of the site and the terms of sale of the property to the developer.

This request for City Council action approves the appointment of Phitsavath Nantharath to the UHT CPC.

The 17-person UHT CPC was created to be inclusive of the diversity of the communities in north and northeast Minneapolis and comprised of residents of north and northeast Minneapolis, an owner of a business located in north or northeast Minneapolis, a representative of the Environmental Justice Coordinating Council (EJCC) and a representative of the Above the Falls Advisory Committee (AFCAC).

Committee members will serve two-year terms beginning May 17, 2019, or until the approval of the Upper Harbor Terminal Coordinated Plan, which is currently due to the City Council by March 2020.

On May 21, 2019 the City Council appointed 16 of the 17 members seats. Applications for the UHT CPC were accepted through a modified appointment process that was open to the community for seven weeks. A review panel, consisting of representatives of Wards 1, 3, 4 and 5, the Office of Mayor Frey, CPED, the development team and the community, reviewed the applications and made a recommendation for the Council appointments. The review panel recommended that one of the cultural group representative seats was held open and applications were accepted for the open seat on a rolling basis.
