Background Analysis

The Amendment to the 2020 Consolidated Plan Action Plan proposes to add to the description of the Homelessness Response project the consideration of providing operations funding support as an allowable use of Community Development Block Grant supplemental CARES Act (CDBG-CV) funds. The support of operations funding for homeless emergency shelters will expand the City’s ability to address responsive actions to the outbreak of COVID-19 and its effect on those persons who are unsheltered in the community.

The Amendment has been provided for public comment through the City's Consolidated Plan webpage at http://www2.minneapolismn.gov/grants/grants_consolidated-plan for the five day public comment period of October 1-6, 2020 per the revised Consolidated Plan citizen participation plan for COVID-19 pandemic response.
