Background Analysis
Hennepin County, in partnership with the City of Minneapolis, has operated the Welfare Reform Programs since 1997. This new contract shares the cost of salary and services of the staff person who works for the City of Minneapolis and serves as the liaison/oversight person for Minneapolis Employment and Training, Hennepin County, Minnesota Department of Human Services, and the Minnesota Family Investment Program (MFIP) contracted employment service providers. The services provided include: representation at state, local and federal meetings; interpretation, development and clarification of policy and procedures; and maintenance and updates to the local city/county employment services on-line manual. The administrative staff position also hosts training sessions with providers, coordinates quarterly MFIP manager meetings, provides technical assistance with employment service providers, and provides assistance with vendor targeted case monitoring.
