Background Analysis
Former URS Corporation (currently AECOM) was retained in 2014 to design the roadway reconstruction of 26th Avenue North from Theo Wirth Parkway to the Mississippi River. In addition, URS was retained to perform Phase I and Phase II Environmental Investigations. The above work included 4 separate scope templates from the 2014-2017 consulting pool with URS totaling $498,142.79.
The 26th Avenue North roadway reconstruction project is in its final year of three years of construction and there is a need for additional design assistance to address field changes and unforeseen conditions. There is also a need for more than anticipated construction environmental oversight, as several areas of impacted soils have been discovered during construction.
The proposed scope increase would involve a contract scope from the current 2017-2020 consulting pool using AECOM (formerly URS) contract C-41845 with a completion date of December 31, 2017, as this firm has been the design and environmental firm and is most familiar with the total history of the project.
This additional consulting engineer work is anticipated to be in the amount of approximately $50,000 and will cover the anticipated environmental consulting services as well as the engineering field change design costs. The final total for scope of services over two separate consulting pools and five separate scope contracts will be $550,000.
It is anticipated that there will be increases to the final construction costs in an amount that will require an appropriation increase. At this time, the amount of the increase has not been fully evaluated since the work is not totally determined, analyzed and completed. Items known at this time include:
- Hauling and disposal of contaminated soil/subsurface garbage and debris throughout the project.
- Additional excavation and removal of geotechnically poor soils throughout the project.
- Additional design and construction of the various access driveways on the industrial easterly end of the project.
As these additional costs are determined and fully evaluated, Public Works staff will work with Finance staff.
