Background Analysis
Workforce Director (WFD) is a human capital management system that was developed by MPD through grant funds circa 2004, to fill a gap that existed in scheduling, timekeeping, and other record keeping for public safety agencies. Since that time MPD has maintained and enhanced this system, while offering it to other City departments, as well as external government agencies.
In 2019 it was determined that WFD would need an extensive upgrade to continue operations. Such an upgrade would require significant technical development and along with significant expense to complete.
In early 2020, the City’s IT Governance Board made the recommendation to cease allowing outside agencies to use WFD. This would allow City IT to take over operations of WFD for City departments only until such time as WFD could be replaced internally with the intent of increasing functionality and decreasing costs. All external users would end use of WFD at the end of 2020.
It was further decided that any interested external public safety agency that was using WFD would be provided the source codes to continue using WFD. This would allow them to continue use of this public safety tool at their own risk and expense.
Met Council wishes to explore the assumption of continuing to utilize WFD at their own cost and risk. Met Council will hold the MPD harmless, release MPD of liability, and will defend and indemnify the MPD against claims resulting in any way from their use and future maintenance of WFD
