Background Analysis
In October 2019, Donald Trump's presidential campaign held a rally at the Target Center. The City provided a significant amount of security and traffic control support, at a total cost of $542,733. On review, the City Attorney's Office determined that services provided at the request of the United States Secret Service and the White House inside the security perimeter were recoverable, while services provided outside that security perimeter to ensure public safety were not. The recoverable costs were $208,770.02, for which the City invoiced the Target Center leasing agent, ASM Global, as operating costs under their agreement. ASM Global denied responsibility but agreed to pay $100,000 over three years to assist the City in covering its costs, and the parties agreed on contract amendments that would allow the City to directly seek recovery from Target Center tenants in the future and clarify that ASM Global would not be responsible for those security or traffic control costs in the future.
